1. MEETING CALL TO ORDER 5:15 p.m.

3. APPROVAL OF MINUTES - The Minutes of the regular meeting of September 12, and October 10, 2002 were approved.
Commissioner Chidester abstained from approving the Minutes of September 12 due to his absence.

Commissioner Chid6ster motioned to approve the Examination Announcements.
Commissioner Triplette asked how often are job descriptions reviewed.
Assistant Director Raskin stated that the analyst assigned to a specific recruitment reviews each job announcement. The
analyst is responsible for making sure that the content of that job announcement is up-to-date and current.
Chair Veal asked what are the acronyms listed on the Senior Risk Management Specialist job announcement.
Assistant Director Raskin was not familiar with the acronyms.
Chair Veal directed that acronyms not be used on job announcements. He stated that it would 'allow the public who might
be interested in the position the chance to obtain the credentials.

Commissioner Chidester noted on Eligible List 12402 that a candidate was from out of town. He asked if staff recalled that
individual coming in for an interview.
• Ms. Raskin, Assistant Director of Human Resources stated that for those candidates that warrant an interview and are from
out of town, a conference call is used for the interview.
Commissioner Silva noted that several of the announcements are for senior positions. Commissioner Silva asked what is
the difference between outside recruitments versus promotion only.
Assistant Director Raskin, responded that at times, the department may not always have enough qualified in-house
applicants for the position. In-house employees do have the opportunity to compete for the open competitive examination.
Ms. Raskin provided examples of previous exams involving open competitive with in-house applications and closed
promotional exams.

6. NEW BUSINESS -
A. Appeal of Discipline by City Employee (CSC.028)
Assistant Director Raskin informed the Commission that in agreement with the appellant's attorney, this hearing will be
postponed until after the first of the year.
Commissioner Silva asked who is the attorney for the appellant.
Assistant Director Raskin responded that Attorney Dick Castle would be representing the appellant.
B. Request to extend the current Fire Captain list for an additional (4) four months requested by Chief Perry.
Deputy Chief Peter stated that the Fire Captain exam that was scheduled for September of this year was cancelled. He
also stated that the department would like to extend the list to fill an unexpected vacancy due to a retirement this year. In
addition, he stated that they are comfortable with the current list, which has good candidates. He stated that the
department would like to extend the list until March 12th. Another exam will be scheduled for February 17th with a list to be
established by March 13th for the next two-year period.
Chair Veal asked if the Commission could extend he list that has already expired.
Assistant Director Raskin answered that the Director of Human Resources can automatically extend a list for the first thirty
days, which was done. She also stated that his action would take the list the additional ninety days allowed for extension.
Commissioner Triplette asked what was he action that triggered the first request for a list of Fire Captain.
Assistant Director Raskin stated that the department does test on a regular and routine basis.
Discussion continued regarding number of candidates on current list, number of vacancies and future vacancies due to the
opening of new stations and promotional opportunities.

Chief Veal requested that in the future it would be helpful if an organizational chart of he department be provided.
Deputy Chief Geering stated that they would be happy to provide an organizational chart at the next meeting for the
Commission to review.
Chief Veal agreed that it would be a great idea.

A. Request recommendation for an Exceptional Merit Increase for Ivette Cortez, Office Specialist to Step D, effective
November 15, 2002 submitted, by Candy Emerson, Director of Human Resources.

Chair Veal stated that the Commission would like to take notice of great efforts being made by the Human Resources
department of the many matters that are not brought to the commission and would like to communicate this to the City
Manager. He stated that the Commission had asked that the Human Resources department provide figures pertaining to
the number of employees and the number of unions.
Assistant Director Raskin stated that the City currently employs approximately 1560 personnel. As for the unions, they are
the POA, Police Officer Association; IAFF, the International Association of Fire Fighters, WCE; Western Council of
Engineers and CVEA, Chula Vista Employees Association. In addition to those four groups, there is a Confidential group,
Mid -Management group, a Senior Management group and an Executive group with elected officials such as the City
Attorney, City Clerk and City Council.
B. Commissioners' Comments
Commissioner Chidester would like an update on the revision of the Civil Service Rules.
Assistant Director Raskin commented that she has a standing appointment with the Deputy CityAttomey Smyth to continue
to work on revising the rules. The first revised draft will be completed soon for review by all involved.
Commissioner Chidester mentioned a section of the appeal process, which involves open or closed deliberations and
wanted to know if any concerns have been discussed.
Assistant Director Raskin commented that the document is still in review.
