6. NEW BUSINESS -
A. Request for Double Merit Increase for Tiffany Allen, Development Services Technician submitted by Clifford L.
Swanson, Director of Engineering to be effective January 10, 2003. (Item taken out of sequence)
Silvester Evetorich responded to questions regarding Ms. Allen's work performance.

7. OTHER BUSINESS -
Chair Veal stated that during discussion at an appeal of discipline, the Police Department was deficient in employees not
receiving annual rating. Chair Veal would like the Police Department to respond to the Commission as to what measures
they have taken to ensure that employees are receiving annual performance ratings in a timely manner.
Marcia Raskin, Director of Human Resources answered that she will communicate the request to the Chief of Police.
Commissioner Chidester stated that he has a note stating that the Civil Servico Commission will write a letter through the
City Manager to Department Heads regarding annual evaluations. Commissioner Chidester feels that all departments
should be reminded of prompt completion of performance evaluations.
Chair Veal asked what would be the appropriate letterhead for the commission to use.
Marcia Raskin answered that a memo will be drafted for the Chair's signature. Once signed, the memo can be distributed
at a Department Head Staff Meeting or at the All Manager's Meeting. Ms. Raskin also stated that some departments are
better than others in completing performance evaluations. She mentioned that one department would issue a written
reprimand to the supervisor and add it to their personnel file if the rating sheets are not completed in a timely manner.
Ms. Raskin explained that the City is working to overhaul the performance evaluation process citywide.

Marcia Raskin, Director of Human Resources mentioned the career move of Ms. Emerson as the new Director of
Employee Development working for Deputy City Manager Palmer. Ms. Raskin discussed other internal moves of the
department.
Chair Veal offered his congratulations and asked that an organizational chart be presented at the next meeting.

9. ADJOURNMENT- To adjourn to the next regular meeting of the Commission scheduled on April 10, 2003, in the
HR Conference Room, 276 Fourth Avenue, Chula Vista.
