MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT Commissioners Veal P , Triplette P , Chidester P , Silva P , Saucedo P . 3. APPROVAL OF MINUTES - The Minutes of the regular meeting of February 13, 2003 were approved. 4. (Silva Absent) 6. NEW BUSINESS - A. Request for a Double Merit Increase for Kim E. Laru, Librarian II submitted by David J. Palmer, Deputy City Manager. Paula Brown, Assistant Director of the City Vista Library and Joann Jonas, Branch Manager for the Civic Center Library gave a brief summary of Ms. Laru's work performance as a Librarian II with the Chula Vista Library. Ms. Brown mentioned the Library's website and running of the Library's Museum as two of Ms. Laru's outstanding accomplishments. Discussion continued with the mention of other accomplishments of Ms.Laru. Chair Veal thanked Ms. Brown and Ms. Jonas for the well-written justification of the merit increase request. Chair Veal stated that oftentimes that's not always case. Chair Veal congratulated Ms. Brown and Ms. Jonas on recruiting such a good employee and that the Commission will do their part in helping to retain the employee. - MSC(CHIDESTERITRIPLETTE) 4-0 To approve the request for a Double Merit Increase for Kim Laru, Librarian II, submitted by David J. Palmer, Deputy City Manager. (Silva absent). *' 7. OTHER BUSINESS - A. Draft of Memo regarding Performance Evaluations Chair Veal stated that the memo drafted by staff expresses the intent of the Commission and will sign the memo. Chair Veal asked if there were any objections. Cr No objections were noted. B. Human Resources Organizational Chart Marcia Raskin, Director of Human Resources stated that the organizational chart is not in final format. Ms. Raskin outlined the levels of staff and the transitions that have occurred. 8. COMMUNICATIONS A. Chair's Comments — Chair Veal asked staff to comment on the issue regarding performance evaluations for the Police Department. Ms. Raskin, Director of Human Resources stated that as directed by the Commission, has discussed the topic of performance evaluations with Rick Emerson, Chief of Police. Ms. Raskin outlined the correspondence she has had with the Chief of Police regarding his efforts to ensure that performance evaluations are completed on a timely manner for all officers and staff. Ms. Raskin also mentioned that in the Public Works Department, a supervisor who fails to complete performance evaluations for their subordinates in a timely manner would receive a disciplinary document in their personnel jacket. Chair Veal requested more definition on how the Chief expects to enforce compliance within his department. Ms. Raskin asked if the Commission would like the Chief to attend the meeting or if she could report back to the Commission. Chair Veal stated that,would be fine if you reported back to the Commission. Chair Veal also commented that it is important, for obvious reason, to have a Police Officer present during the regular business meeting. Chair Veal stated that the Commissioners are the ones that oftentimes uphold the termination of employees. Ms. Raskin stated that she would reiterate the directive to the Chief of Police. A. Commissioners' Comments - None B. Staff Comments — Ms. Raskin, Director of Human Resources, informed the Commissioners that Assistant Director Bacon has researched on-line educational tools for Board and Commission members. Ms. Raskin handled the information to the Chair for review and distributed website information so that Commissioners may review the websites at their convenience. Ms. Bacon, Assistant Director mentioned that the League of California Cities presents the courses. The courses cover a number of different areas of working on a commission. Ms. Raskin, Director of Human Resources mentioned that one or two appeal of discipline might be served to the Commission. D. Public Comments - None 9. ADJOURNMENT - To adjourn to the next regular meeting of the Commission scheduled on April 10, 2003, in the HR Conference Room, 276 Fourth Avenue, Chula Vista.
