MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT Commissioners Veal P , Triplette P , Chidester P , Silva P , Saucedo P . 3. APPROVAL OF MINUTES The Minutes of the regular meeting of April 10, May 8 and Special Meeting of May 22, 2003 were approved with corrections. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS 03-072 Open Public Works Inspector I/II 03-081 Open Recycling Specialist I/II 03-086 Open Code Enforcement Officer I/II 03-089 Prom Senior Planner 03-095 Open Building Inspector II 03-104 Open Land Surveyor Kelley Bacon, Assistant Director of Human Resources asked if the Commissioners would like to receive job announcements at their home address as well as with their monthly packets. u Commissioner Chidester asked if this question could be tabled until Commissioners Comments. It was agreed. • MSC (CkIDESTER/SILVA) 5.0 To approve the Examination Announcements. 5. APPROVAL OF ELIGIBLE LIST 03-062 Open Firefighter 03-067 Open Stretch Program Supervisor 03-077 Open Registered Veterinary Technician 03-080 Open Code Enforcement Manager 03-081 Open Recycling Specialist I/II Commissioner Triplette asked if the Firefighter test was a standardized test. Kelley.Bacon, Assistant Director of Human Resources replied that it is a CPS purchased exam and that 800 people took the test out of 1200 invited. Commissioner Triplette asked what was the next process. Kelley Bacon, Assistant Director of Human Resources discussed the process and other components of the exam. MSC (SAUCEDOITRIPLETTE) 5-0 To approve the Eligible List. 6. NEW BUSINESS - A. Schedule Appeal of Discipline by City Employee (CSC.030) Marcia Raskin, Director of Human Resources discussed the current appeal submitted by a city employee. Discussion regarding available dates was discussed. Chair Veal requested that ivlr.,Lough be present to represent the Commission. Staff will notify Mr. Lough's office of the request. B. Summary df Activities & Attendance Record. Commissioners reviewed the attachment. No action required. .a 7. OTHER BUSINESS - A. Request by Chair Veal to arrange for a workshop on Civil Service Commission procedures. Marcia Raskin, Director of Human Resources asked if the Commission would consider Ms. Marshall, Assistant City Attorney to conduct the upcoming workshop. • Sharon Marshall, Assistant City Attorney explained that she was the advisor for the Civil Service Commission for the City of San Diego for many years and would be happy to conduct the workshop. Chair Veal and the Commissioners agreed to have Ms. Marshal conduct the workshop. 8. COMMUNICATIONS A. Chair's Comments Chair Veal asked staff why they felt the case did not settle before coming to the Commission for a 1 -day suspension. Marcia Raskin, Director of Human Resources, stated that in her opinion the appellant and the appellant's representative felt that the 1 -day suspension could be dismissed since the appellant was not the main perpetrator of the incident. B. Commissioners' Comments - Commissioner Chidester asked that job announcements and eligible list under Items 4 and 5 of the agenda be distributed at the meeting instead of sending them along with the packets. Commissioner Chidester feels that the Human Resources department approves the documents as allowed and he feels that it's an unnecessary ritual. Marcia Raskin, Director of Human Resources stated that it's a finalization of a process and at times the approval happens after the fact. She continued that this process allows for the Commission to review the process and bring forward any concerns or issues. She explained that employees hired off the list are on probation and do not have property rights to the positions. In the event that the Commission feels that the process was completed inappropriately, the recruitment can be recalled for review, which ultimately could affect the probationary employee. Marcia Raskin, Director of Human Resources also stated that the Civil Service Rules do need to be revised and she feels that there is value in is having the Commission review the list. Ms. Raskin also explained that questions asked by the Commission regarding the lists are valid and legitimate and that the Human Resources Department staff should be able to explain the steps and the process that were taken to establish the list. Commissioner Silva stated that he prefers to review the information in advance and would like that the information remain on the agenda. He also stated that the posting serves for public review as well. Commissioner Triplette asked the question, if the Commission finds an error could the process be thrown out? Marcia Raskin, Director of Human Resources stated that the Commission has that authority to withdraw a list for reviewed due to concerns. Chair Veal asked staff to have the Attorney's Office review the concerns of Commissioner Chidester. . Commissioner Chidester requested that staff provide a summary of HR activities. The summary should include the number of new hires, terminations, and appointments to city positions. Marcia Raskin, Director of Human Resources stated that staff will provide a summary at the next meeting. Commissioner Triplette asked that lead positions also be listed. C. Staff Comments — Marcia Raskin, Director of Human Resources said that she would include in the monthly packets the Weekly Communique from Deputy City Manager, David Palmer. D Public Comments - None • 9. ADJOURNMENT — To adjourn to the next regular meeting of the Commission scheduled on July 8, 2003, in the HR Conference Room, 276 Fouoh Avenue, Chula Vista.
