MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT 'Commissioners: Triplette P , Chidester P , Silva -Eā€”, Saucedo P Floros P 3. APPROVAL OF MINUTES - The Minutes of the regular meeting of January 13, 2005 were approved 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS 04-340 Open Energy Services Manager 04-487 Open Senior Code Enforcement Officer 04-479 Open Public Works Manager 05-003 Open Code Enforcement Manager 05-010 Open Human Resources Analyst Commissioner Silva noticed that the Traffic Devices Technician job announcement was not listed on the agenda but included in the packet. Staff will resubmit the job announcement in March. MSC (SAUCEDOISILVA) 5-0 To approve the Eligibility List with the exception of Examination 04-364. 5. APPROVAL OF ELIGIBLE LIST 04-370 Open Police Recruit 04-37,1 Open Peace Officer (Lateral) 04-376 Open Public Safety Analyst 04-420 Open Public Safety Analyst 04-462 Open Animal Care Assistant 04-430 Open Procurement Specialist 04-450 Open Mechanic Assistant Commissioner Chidester asked if the appointing authority has the latitude to select between the Lateral list and the Recruit list for Peace Officer. Marcia Raskin, Director of Human Resources explained that the Chief of Police does have the liberty to chose from either list to fill a vacancy. She also explained that a Police Lateral is an individual who has graduated from the academy and not necessarily working for a police agency or someone who is currently working for an agency and would like to work for the City of Chula Vista. Commissioner Silva would like to abstain from Item 5 due to personal knowledge of an individual on a list. MSC (FLOROSISAUCEDO) 4-1-0 To approve the Eligible List with Commissioner Silva' abstaining. 6. NEW BUSINESS - A. Appeal of Discipline by City Employee (CSC.036) Marcia Raskin, Director of Human Resources stated that the appeal has been withdrawn. Ms. Raskin also announced that a new request to appeal has been submitted and staff will coordinate calendars to schedule. 40 7. OTHER BUSINESS - A. Request for Special Merit Increase for City employee submitted by Jack Griffin, Director of General Services. Jack Griffin, Director of General Services stated that the skills, talent and overall professionalism of the individual warrant the request for a merit increase. MSC (SILVA/FLOROS) 5-0 To approve the Request for a Specialst'Merit Increase for City Employee. B. Request for Special Merit Increase for City employee submitted by Doug Perry, Fire Chief. Doug Perry, Fire Chief stated that this stellar individual has been instrumental in training staff, has designed and developed task booklets and enhanced the certification process. Chief Perry feels this individual is deserving of a merit increase. Commissioner Triplette asked what the certification process entailed. Doug Perry, Fire Chief explained the certification process to the commission on becoming a Fire Engineer for the City of Chula Vista. Chief Perry also mentioned that this individual assisted with the DMV audit process. Chief Perry also discussed recruitment efforts for future openings with the department. Commissioner Chidester asked if they found the cause of the Pacific Caf6 fire. Doug Perry, Fire Chief explained that it would be classified as an electrical fire. He explained that it was very difficult to locate the cause because it was considered a burn down. The official cause has not been issued. Commissioner Chidester asked if there was any progress of the unification? Doug Perry, Fire Chief explained that there is a study in process regarding the unification. There are some concerns on the funding for this study. Fire Chief Perry believes that it will not affect the department and that the City will not consolidate because of its size. Commissioner Chidester asked if they have unified the radio frequencies. Doug Perry, Fire Chief stated that the radio system is through the Regional Communication System. He explained that the County allocated 22 million dollars for communication out east with an additional 6 million being submitted. There are 259 channels that the Fire department can use anytime with radios that are programmable for different zones. He explained that the technology is coming around quickly. Chair Triplette asked if there were arson investigators in the Department. Doug Perry, Fire Chief answered yes. MSC (FLOROS/TRIPLETTE) 5-0 To approve the Request for a Specialist Merit Increase for City Employee. C City Newsletter and Communication Notices Staff stated that the newsletter was distributed after the mailing of the Agenda packet. D. Staffing Reports Staff stated that none were submitted. , 8. COMMUNICATIONS A. Chair's Comments Chair Triplette announced that next month might be his last meeting due to his move from Chula Vista. B. Commissioners' Comments -None C. Staff Comments Marcia Raskin, Director of Human Resources explained that the Department Heads in attendance tonight felt very strongly to come before the commission so that the members could see the range of their involvement from rewarding employees to having discipline pending. She also discussed outreach programs for fire and police and the education efforts on public safety career path being done by these departments along with the Human Resources Department. Marcia Raskin, Director of Human Resources stated that at the next meeting a draft of the Civil Service Rules would be provided. D. Public Comments - None . 9. ADJOURNMENT ā€” To adjourn to the next regular meeting of the Commission scheduled for March 10, 2005, in the Redwood Conference Room, 276 Fourth Avenue, Chula Vista.
