MEMBERS PRESENT Commissioners Triplette A , Chidester P, Silva P, Saucedo P Floros P 3. APPROVAL OF MINUTES- The Minutes of the regular meeting of April 14, 2005 were approved. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS 05-080 Open Firefighter 05-093 Open Environmental Projects Manager MSC (SAUCEDOIFLOROS) 4-0 To approve the Examination Announcements. (Chair Triplette was absent) 5. APPROVAL OF ELIGIBLE LIST 04427 Open Engineering Technician Illi 04-435 Open Senior Community Development Specialist 04-473 Open Environmental Health Specialist 04-479 Open Public Works Manager 04487 Open Senior Code Enforcement Officer 05-003 Open . Code Enforcement Manager 05-018 Open Senior Public Works Specialist MSC (CHIDESTERISAUCEDO) 4-0 To approve the Eligible List. (Chair Triplette was absent) 6. NEW BUSINESS - A. Request to Extend the Police Dispatcher Eligibility List for 60 days submitted by Don Hunter, Division Commander, Patrol Division. Commissioner Chidester asked if a department representative would be present. Marcia Raskin, Director of Human Resources stated that no representative would be present and that staff may have fail to notify the department. Ms. Raskin also stated that she was familiar with the request. Vice -Chair Silva asked if this was the first request to extend the list. Marcia Raskin, Director of Human Resources answered yes. Commissioner Floros asked if the request is so that they may hire from the existing list. Marcia Raskin, Director of Human Resources answered yes. MSC (FLOROSISILVA) 4-0 To approve the request to Extend the Police Dispatcher Eligibility List for 60 days. (Triplette Absent). OTHER BUSINESS - A. City Newsletter and Communication Notices Commissioner Chidester asked where job announcements are advertised. Marcia Raskin, Director of Human Resources stated that the Human Resources Department advertises in various publications, newspapers as well as utilizing a mailing list of public agencies, affirmative action agencies and posting on various websites. Vice Chair Silva asked if the City has difficulties recruiting dispatchers. Kelley Bacon, Assistant Director of Human Resources, stated that the City pulled outof a consortium group it participated in 'for testing dispatchers. The Human Resources Department now conducts its own testing process and have not experienced a shortage of applicants.. B. Staffing Reports 8. COMMUNICATIONS A. Chair's Comments Vice Chair Silva asked if there was any information regarding Mr. Triplette. Marcia Raskin, Director of Human Resources stated that Chair Triplette has submitted a letter of resignation due to his recent move out of Chula Vista. Vice Chair Silva asked that staff extend the Commission's gratitude to Chair Triplette for his leadership and service to the board. Mr. Silva commented that it has been a pleasure to work with Mr. Triplette. Vice Chair Silva asked that election of a new Chair be placed on the June agenda. Mr. Silva will not be attending the May meeting. Commissioner Floros also announced that he would not be available for the May meeting. Marcia Raskin, Director of Human Resources then stated that the May meeting would be cancel due to lack of quorum. B. Commissioners' Comments Commissioner Saucedo asked what is the process to fill the vacancy. Marcia Raskin, Director of Human Resources stated that Mr. Triplette's seat was Council appointed. Ms. Raskin also stated that the Human Resources Department is in the process of asking for nominations to fill Mr. Chidester's seat once it becomes vacant due to his term expiring at the end of June. Ms. Raskin pointed out that two seats are appointed by employee nominations, two are appointed by Mayor and Council and the Commission selects the fifth seat. Ms. Raskin asked the Commissioners to spread the word that the Commission is seeking applications for vacancies. C. Staff Comments Marcia Raskin, Director of Human Resources stated that the Civil Services Rules continue to be worked on. Ms. Raskin welcomes any comments or meetings regarding the Rules. Commissioner Chidester would like to add language to the Rules regarding falsifying documents. Ms. Raskin stated that she would like to set up an appoint to discuss Mr. Chidester's input. Ms. Raskin also mentioned that there is pending discipline that might be brought to the Commission. Commissioner Floros asked what the process was after adjourning from the previous hearing. Marcia Raskin, Director of Human Resources said that based on the conversations and the hearing that evening, draftfindings and decisions were created. The document was then presented to Chair Triplette for review and signature of the Findings. The Findings were then presented'to the appellant. D. Public Comments - None 9.
