SPECIAL MEETING OF THE HOUSING AUTHORITY
MEETING JOINTLY WITH THE CITY COUNCIL
CALL TO ORDER
A regular meeting of the City Council and a special meeting of the Housing Authority of the City of Chula
Vista were called to order at 5:04 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL:
Present: Councilmember Aguilar, Councilmember Diaz, Deputy Mayor McCann, Councilmember
Padilla and Mayor Casillas Salas
Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk

PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Deputy Mayor McCann led the Pledge of Allegiance.
Mayor Casillas Salas held a moment of silence honoring the shooting victims in Las Vegas, the
humanitarian crisis in Puerto Rico as a result of hurricane Maria and the victims of the more than a dozen
wildfires in California, as well as the four Green Berets that were killed recently.
Mayor Casillas Salas announced, pursuant to AB 23, that she and each Councilmember would receive $50
for their attendance at the Housing Authority meeting, which was held simultaneously with the City Council
meeting.
SPECIAL ORDERS OF THE DAY
A. 17-0447 OATH OF OFFICE TO BE ADMINISTERED TO NEWLY APPOINTED
CITY CLERK KERRY BIGELOW BY SUSAN BIGELOW
Susan Bigelow administered the oath of office to City Clerk Bigelow.
B. 17-0455 PRESENTATION BY COUNTY OF SAN DIEGO HEALTH & HUMAN
SERVICES AGENCY'S HEALTH OFFICER & DIRECTOR DR. WILMA J.
WOOTEN OF AN UPDATE ON THE HEPATITIS A OUTBREAK
Director Wooten gave a presentation and answered questions of the Council.
Emergency Services Coordinator King and Sergeant Giaime gave a presentation on the City's response.
Steven Pavka, Chula Vista resident, requested information regarding access to public restrooms.

CONSENT CALENDAR (Items 1 - 7)
Item 7 was removed from the Consent Calendar at the request of a member of the public.
City Attorney Googins announced that a revised option to extend for Item 3 had been distributed to the
Council and that action on the item would be with respect to the revised document.
Councilmember Aguilar stated she would abstain from voting on Item 7 due to a potential conflict of
interest related to the impact the decision would have on a member of her family.
1. 17-0448 APPROVAL OF MINUTES of August 3 and 8, 2017.
Recommended Action: Council approve the minutes.
2. 17-0390 A. RESOLUTION NO. 2017-181 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING A SOLE SOURCE PURCHASE
AGREEMENT FOR ONE (1) PIERCE ARROW XT TRIPLE
COMBINATION PUMPER/FIRE ENGINE AND ONE (1) PIERCE ARROW
XT URBAN SEARCH AND RESCUE UNIT BETWEEN THE CITY AND
PIERCE MANUFACTURING, INC.
B. RESOLUTION NO. 2017-182 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING A SOLE SOURCE PURCHASE
AGREEMENT FOR ONE (1) BME TYPE III BRUSH ENGINE BETWEEN
THE CITY AND BOISE MOBILE EQUIPMENT, INC.
Recommended Action: Council adopt the resolutions.
3. 17-0423 RESOLUTION NO. 2017-183 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE EXTENSION OF THE CONTRACT
WITH PMAM CORPORATION FOR SECURITY ALARM MANAGEMENT
SERVICES FOR A FIFTH YEAR PER MUNICIPAL CODE SECTION
2.56.090.132
Recommended Action: Council adopt the resolution.
4. 17-0401 RESOLUTION NO. 2017-184 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING CHANGE ORDER NUMBER ONE AND
PAYMENT AMENDMENT OF THE EQUIPMENT LEASE -PURCHASE
AGREEMENT BETWEEN THE CITY AND MOTOROLA SOLUTIONS,
INC. FOR THE PREMIERONE COMPUTER AIDED DISPATCH AND
MOBILE, WITH PREMIERONE JAIL HARDWARE, SOFTWARE AND
SERVICES SOLUTION
Recommended Action: Council adopt the resolution.

5. 17-0414 RESOLUTION NO. 2017-185 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE SUBMITTAL OF AN APPLICATION
FOR A HABITAT CONSERVATION FUND PROGRAM GRANT,
WILDLIFE AREA ACTIVITIES, FROM THE STATE OF CALIFORNIA
DEPARTMENT OF PARKS AND RECREATION OFFICE OF GRANTS
AND LOCAL SERVICES, AND AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO EXECUTE A STANDARD AGREEMENT IF
SELECTED FOR SUCH FUNDING, ANY AMENDMENTS THERETO,
AND ANY RELATED DOCUMENTS NECESSARY FOR
IMPLEMENTATION OF THE GRANT
Recommended Action: Council adopt the resolution.
6. 17-0442 RESOLUTION NO. 2017-186 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AUTHORIZED STAFF ACCESS TO
FEDERAL LEVEL SUMMARY CRIMINAL HISTORY INFORMATION FOR
EMPLOYMENT PURPOSES, INCLUDING VOLUNTEERS AND
INDEPENDENT CONTRACTORS
Recommended Action: Council adopt the resolution.
Item 7 was removed from the Consent Calendar.

ACTION: A motion was made by Councilmember McCann, seconded by Councilmember
Padilla, to approve staffs recommendations on the above Consent Calendar
items, headings read, text waived. The motion carried by the following vote:

Padilla, to adopt Resolution No. 2017-187, heading read, text waived. The motion

PUBLIC COMMENTS
Steven Pavka, Chula Vista resident, requested information on Council's ability to comment on public
speakers' comments. City Attorney Googins responded.
ACTION ITEMS
8. 17-0424 CONSIDERATION OF A LOAN FOR THE PURCHASE OF REAL
PROPERTIES LOCATED AT 750 AND 754-760 ANITA STREET FOR
THE FUTURE DEVELOPMENT OF AFFORDABLE HOUSING
RESOLUTION NO. 2017-188 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AND NO. 2017-004 OF THE HOUSING AUTHORITY, IN
ITS CAPACITY AS THE SUCCESSOR HOUSING ENTITY WITHIN THE
MEANING OF HEALTH AND SAFETY CODE SECTION 34176, (1)
APPROVING A LOAN OF UP TO $3,300,000 FOR LAND ACQUISITION
AND PRE -DEVELOPMENT EXPENSES TO WAKELAND HOUSING
AND DEVELOPMENT CORPORATION OR AN AFFILIATED
DEVELOPMENT ENTITY FOR A NEW DEVELOPMENT TO BE
LOCATED AT 750 AND 754-760 ANITA STREET AND RELATED

Housing Manager Hines gave a presentation on the item.
Rebecca Louie, representing Wakeland Housing and Development Corporation, answered questions of the
Council.
City Attorney Googins announced that a revised resolution had been distributed to the Council, and was
also available to the public, and that the action taken would be with respect to the revised document.
ACTION: A motion was made by Councilmember Diaz, seconded by Councilmember
Padilla, that Council Resolution No. 2017-188 and Housing Authority Resolution
No. 2017-004 be adopted, heading read, text waived. The motion carried by the
following vote:

CITY MANAGER'S REPORTS
City Manager Halbert provided an update on the negotiations with RIDA.
MAYOR'S REPORTS
Mayor Casillas Salas commended Police Sergeant Rowbotham, who was injured in the Las Vegas
shooting, for his bravery and quick action in guiding over 100 people to safety. She reported on her
attendance at the following events: Press conference with Imperial Beach and the Port of San Diego
announcing the City's notice of intent to seek action regarding raw sewage in the Tijuana River Valley; 13th
annual Elected Officials Reception hosted by the South County Economic Development Council; Change
Their Lives gala fundraiser for South Bay Community Services; National League of Cities conference; and
the Amazing Race event held by the City's Employee Engagement team.
COUNCILMEMBERS' COMMENTS
Councilmember Diaz announced that the Millenia project had received an award from the BIA. He spoke
regarding Police Department pay and recruitment. Councilmember Diaz expressed concern regarding
illegal marijuana shops, and requested a proposal for a prosecution unit in the City Attorney's office. City
Attorney Googins stated staff was working on a proposal for a criminal prosecution unit for Council's
consideration.
Deputy Mayor McCann spoke regarding the upcoming Economic Development Workshop. He reported on
his attendance at the following recent events: the South Bay Community Services gala, Latino Filipino
Festival; Bonita Fest Melodrama, and Operation Splash.
Councilmember Padilla spoke regarding his participation in a Coastal Law Conference. He commended
Sergeant Rowbotham for his actions in the recent Las Vegas shooting. Councilmember Padilla offered
congratulations on the BIA award for the Millenia project and spoke regarding the upcoming Coastal
Commission hearing that would be held in Council Chambers.
Councilmember Aguilar spoke regarding the quality of police officers in Chula Vista and reported that she
had attended the Bonita Fest Melodrama.
CITY ATTORNEY'S REPORTS
City Attorney Googins announced that Governor Brown had signed a bill supporting SB 54. He spoke
regarding the upcoming Ethics Training his office would be providing. He also stated that the City and
Developer had prevailed in a lawsuit regarding the project at 3rd & K Street.
City Attorney Googins announced that the Council would convene in closed session to discuss the items
listed below.
Mayor Casillas Salas recessed the meeting at 6:51 p.m. The Council reconvened in closed session at
7:01 p.m. with all members present.
CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of
action taken during Closed Sessions are maintained by the City Attorney.
