3. APPROVAL OF MINUTES - The Minutes of the regular meeting of June 9, 2005 was approved.
Commissioner Stevenson abstained because she was not present at the June 9, 2005 meeting.

6. NEW BUSINESS -
A. Request to Extend the Police Lieutenant Eligible List for three months submitted by Richard
0 Emerson, Chief of Police.
Civil Service Commission Minutes September 8, 2005
Captain Wedge explained the process for creating a list and stated that no current vacancy exist at this time.
The Department wishes to extend the current list for three months.
MSC (MARRUFOISILVA) 4-0 To approve the request to extend the Eligible List for Police Lieutenant.

B. Request for a Merit Increase for Ken Lee, Principal Community Development Specialist submitted by
Dana Smith, Assistant Director of Community Development.
Dana Smith, Assistant Director of Community Development stated that Mr. Ken Lee, Principal Community
Development Specialist is well deserved of this merit increase. Ms. Smith stated that Mr. Lee has shown
incredible dedication, creativity and leadership and it is the reason a request has been submitted.
Chair Silva thanked Ms. Smith for the excellent justification that has been submitted for review. Mr. Silva
stated that he is happy to have an employee that works so had on board.

Excused)
C. Request for an Early Merit Increase for Donald Bergeson, Storm Water Compliance Inspector II,
submitted by Dave Byers, Director of Public Works Operations.
Bill Ullrich, Assistant Director of Public Works stated that Mr. Bergeson is an outstanding employee. The
department would like to show Mr. Bergeson that he is appreciated for all his hard work and dedication to the
job.
Chair Silva stated that he appreciates the written justification, which assists in making a decision to approve
the request.
MSC (MARRUFOSAUCEDO) 4-0 To approve the Merit Increase request for Mr. Donald Bergeson. (Mr.
Floros — Excused)
D. Request to remove a candidate's from the Police Officer Eligibility List submitted by the Marcia
Raskin, Human Resources Director.
Marcia Raskin, Director of Human Resources informed the commission that this item has been postponed
until next month.
MSC (SILVAISTEVENSON) 4-0 To Postpone the item until next month. (Mr. Floros — Excused)
E. Appeal of Discipline by City Employee (CSC.038) — Scheduled for September 2& & 21st.
Marcia Raskin, Director of Human Resources stated that Item E will go forward on September 20"' and 21 s`.
F. Appeal of Termination by City Employee (CSC.039) — Scheduling Pending
Marcia Raskin, Director of Human Resources stated that the appeal will be scheduled in mid-October.
7. OTHER BUSINESS -
A. City Newsletter and Communication Notices — No action necessary. Read only Item.
B. Staffing Reports — No action necessary. Read only item.

8. COMMUNICATIONS
A. Chair's Comments
Chair Silva asked staff to send the copies of the draft Civil Service Rules to the new commissioners for their
review. Mr. Silva does not want the Civil Service Commission to hold up the process.
B. Commissioners' Comments
Commissioner Saucedo request that the day that the Commission meets be changed.
Marcia Raskin, Director of Human Resources stated that the Commission could change the day of the
meeting by vote.
Commissioner Saucedo stated that due to other civic commitments, he request to'change the meeting day to
the first Thursday of the month.
Chair Silva stated that he would like to continue on a Thursday because it is better for him and Commissioner
Floros. Mr. Silva asked that we place it on the Agenda for next month.
Marcia Raskin, Director of Human Resources stated that there are no concerns for staff.
Commissioner Stevenson .stated that she has another commission on the first Wednesday but is willing to
meet on the first Thursday.
C. Staff Comments
Marcia Raskin, Director of Human Resources thanked the Commission for a job well done at the last appeal
hearing. Ms. Raskin stated that it's possible that departments will come forward with request to remove a
candidate's name from an eligibility list. This is an area that can be expected and departments have the right
to request this action.
D. Public Comments - None
9. ADJOURNMENT— 5:35 p.m. To adjourn to the next Special meeting of the Commission scheduled
on September 20' 2005, the PSB Building, Conference Room 2 & 3, 276 Fourth Avenue, Chula Vista.
