January 18, 2018
6:30 p.m.
A Special Meeting of the Parks and Recreation Commission of the City of Chula Vista was called
to order at 6:34 p.m. in the Montevalle Recreation Center, located at 840 Duncan Ranch Road,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Buddingh Doyle, Garcia -Lopez, Gregorio, Zarem,

PUBLIC COMMENTS
"Dr. B," Chula Vista resident, spoke regarding a flooding issue at the Norman Park Senior
Center. He stated that when it rains, the poor drainage system results in flooding at the Center.
Director of Public Works Hopkins stated that it is a known issue and the repair is part of an
upcoming Measure P project.
CONSENT CALENDAR
1. APPROVAL OF SEPTEMBER 5, 2017, SPECIAL MEETING MINUTES
Staff recommendation: Commission approve the minutes
2. APPROVAL COMMISSIONER DOYLE ABSENCE FROM SEPTEMBER 5,2017,
REGULAR MEETING
Staff recommendation: Commission excuse the absence
ACTION: Commissioner Buddingh moved to approve staff's recommendations and offered
Consent Calendar Items 1 through 2. Commissioner Doyle seconded the motion,
and it carried by the following vote:

ACTION ITEMS
3. MILLENIA PARK MASTER PLAN, PARK P-6
Landscape Architect Radley, Platt/Whitelaw Architect English, Kimley Horn Landscape
Architect Madsen, Kimley Horn Landscape Architect Morgan, and Meridian Development
Executive Vice -President Galarneau presented the Millenia Park master plan. Background on
the development of the master plan by Landscape Architects and City staff was provided.
Commissioner Fernandez suggested installation of hardware with an antibacterial finish on the
handles at the restrooms in the comfort station. Commissioner Buddingh asked about solar panel
installation on the roof of the comfort station. Landscape Architect Radley stated previous
studies indicated that the output from solar panels located on the restroom roof would not be
sufficient to power a park of this size. Lighting with integral solar panels will be explored for
future lighting installations. Commissioner Zarem inquired about limited parking around the
park. Landscape Architect Radley stated that Millenia Park is planned as a pedestrian park with
some shared parking in the adjacent private driveway. One accessible space will be installed as
part of the design. Commissioner Gregorio asked if dog waste removal stations would be
installed. Director of Public Works Hopkins stated that they were not in the plan but would be
installed if needed. Commissioner Doyle asked that onsite soccer goal storage be explored.
ACTION: Commissioner Buddingh moved to approve the draft Park Master Plan for the 3.6 -
acre turnkey public neighborhood park located in the Southwest part of Millenia,
on Millenia Avenue and the name, "Millenia Park." Commissioner Doyle
seconded the motion, and it carried by the following vote:

4. REDEVELOPMENT OF THE CHULA VISTA MUNICIPAL GOLF COURSE
Principal Recreation Manager Farmer discussed a report provided from ULI to the City of Chula
Vista which provided an option for development should the City be unable to maintain the golf
course. Director of Public Works Hopkins stated that there are other options and the feasibility
study is only speculative. Should any development be started at the golf course, the public and
the Commission would be notified.
ACTION: Commissioner Garcia -Lopez moved to accept the redevelopment of the Chula
Vista Golf Course report. Commissioner Doyle seconded the motion, and it
carried by the following vote:
Yes: 5 — Doyle, Fernandez, Garcia -Lopez, Gregorio, Zarem
No: 1 — Buddingh

5. AQUATIC FACILITIES REPORT
Aquatics Supervisor III Craig provided a report of the City of Chula Vista's aquatics water
contamination and illness prevention program and safeguards.
ACTION: Commissioner Buddingh moved to accept the aquatic facilities report.
Commissioner Gregorio seconded the motion, and it carried by the following
vote:
Yes: 6 — Buddingh, Doyle, Fernandez, Garcia -Lopez, Gregorio, Zarem
6. BEE ISSUES AT PARKS
Commissioner Buddingh discussed a recent incident at a park with bees and their extermination.
Director of Public Works Hopkins stated that the City is looking for a beekeeper and asked that
Commissioners send him contact information of any that they may know. He stated that the City
would prefer to have bees moved rather than exterminated.
ACTION: Commissioner Buddingh moved to refer the item to Staff to make a report back to
the Commission. Commissioner Gregorio seconded the motion, and it carried by
the following vote:
Yes: 6 — Buddingh, Doyle, Fernandez, Garcia -Lopez, Gregorio, Zarem
OTHER BUSINESS
7. STAFF COMMENTS
Principal Recreation Manager Farmer provided an update on Recreation Department
projects. Assistant Director Quilantan provided an update on installation of "smart"
water irrigation systems in the parks and an update on Measure P projects. Principal
Recreation Manager Contreras provided an update on the Chula Vista Skate Park. He
stated that the Recreation Department hopes to have the park opened at the end of
February 2018.
S. CHAIR'S COMMENTS
Chair Fernandez stated that he appreciated all the information provided and that projects
are moving forward.
9. COMMISSIONERS'/BOARD MEMBERS' COMMENTS
Commissioner Buddingh encouraged the City to explore joint use agreements with
schools, especially elementary schools in the west side of the city. He stated that there is
a need for parks in the west side. He asked that an update on joint use be added to the

agenda for the next Commission meeting. Commissioner Zarem expressed concern with
homeless people at parks. Director of Public Works Hopkins recommended calling the
Park Ranger. Commissioner Zarem encouraged fellow Commissioners to attend a public
meeting on the Parks and Recreation Master Plan prior to the report coming to the
Commission in March.
ADJOURNMENT
At 8:14 p.m., Chair Fernandez adjourned the meeting to the next Regular Meeting on March 15,
2018, 6:30 p.m. at Council Chambers, 276 Fourth Avenue, Chula Vista, California.
