MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT Commissioners Silva P , Saucedo P Floros P . Marrufo _P, Stevenson P 3. APPROVAL OF MINUTES —The Minutes of September 8, 2005 were approved. The Minutes of November 10, 2005 were approved with corrections. Chair Silva asked that a revision be made to the Minutes of November 10th to more accurately reflect his statements. Items taken out of order — Started with Item 7. 6. NEW BUSINESS - A. Appeal of Termination (CSC.041) Marcia Raskin, Director of Human Resources stated that staff is in the process of scheduling this appeal to be heard. Ms. Raskin explained to the Commissioners the SEW process in appeal matters. The group discussed available dates. A February 2, 2006 at 4:30 p.m. is tentatively scheduled. B. Request of Change of Appointment to Permanent for City Employee. • ' Dave Byers, Director of Public Works stated that he is requesting a change an appointment to permanent as allowed under the Civil Service Rules and as explained in his memo. CSG Minutes of 01-05-06 Page 1 Ci*Servig Commission Minutes January 5, 2006 Marcia Raskin, Director of Human Resources stated that departments are encouraged to fill positions from an Eligibility List on a temporary basis during the modified hiring freeze. Once the hiring freeze is lifted, the applicant will have an opportunity to go to an affirmative position as stated in the Civil Service Rules. Chair Silva asked if this employee would serve a probationary period. Marcia Raskin, Director of Human Resources stated that technically yes. MSC (STEVENSONIMARRUFO) 5-0 To approve the Request to make the appointment permanent. 7. OTHER BUSINESS - A. Request for Exceptional Merit Increase for Angelica Davis, Community Development Specialist II submitted by Dana Smith, Director of Community, Development. Mandy Mills, Housing Manager commented that Ms. Davis was hired to oversee grants in the Housing Division and has been able to cleanup about 10 years worth of data. She has done a great job of forging relationships with departments and mend relationships between the City and HUD. Ms. Davis has been able to turn the program completed around. Ms. Mills stated that she is a great employee. Marcia Raskin, Director of Human Resources stated that Ms. Davis was hired at step C based on her experience and prior employment. Chair Silva asked where did she come from? Mandy Mills, Housing Manager answered National City. MSC (FLOROSISILVA) 5-0 To approve the Exceptional Merit Increase for Ms. Davis. B. City Newsletter and commpnication Notices — Ready Item only. C. Staffing Reports — None submitted. 8. COMMUNICATIONS A. Chair's Comments Chair Silva wished everyone a Happy New Year. Chair Silva stated that he would like to see the Civil Service Rules revision be completed and also requested that staff provide copies of the Civil Service Rules to the Commissioners for their input. Chair Silva asked that staff provide an update on the Police Department employee issue at the next meeting. B. Commissioners' Comments Commissioner Stevenson stated that her only questions were in regards to the Civil Service Rules and that she still does not have a copy of the rules. Marcia Raskin, Director of Human Resources stated that staff will get copies out to the Commissioners. C. Staff Comments Marcia Raskin, Director of Human Resources stated that she would like to follow up on the investigation and that it is in process. Ms. Raskin commented that no final determination has been made. ' Commissioner Stevenson asked if the Human Resources Department is in charge of the investigation. Marcia Raskin, Director of Human Resources stated that it fall under the Police Department Internal Affairs with the assistance of the City Attorney's Office. D. Public Comments - None 9.
