A. Appeal of Termination
Marcia Raskin, Director of Human Resources informed the Commission that the appellant is not represented. She also stated that
staff was not able to coordinate all parties involved to meet this evening. Staff will again coordinate calendars with all parties.
Discussion continued on calendar review for hearing and starting times.
Chair Silva asked if there were any other questions regarding the hearing.
Marcia Raskin, Director of Human Resources commented that there is a likelihood that the indivilual my choose not to go forward with
the appeal. If that happens, would the Commissioner prefer to come in at the regular time?
Commissions agreed to meet at the regular time if the appeal is withdrawn,
B. Request for Salary Adjustments for certain Library Employees submitted by David Palmer, Assistant City
Manager/Library Director
Marcia Raskin, Director of Human Resources distributed a memo from David Palmer explaining the salary adjustment request. A
40 moment was give to read the memo.

Commissioner Stevenson asked what step would they naturally go to?
David Palmer, Library Director answered that they would have moved to C Step.
-Chair Silva asked if they were currently at B?
Maureen Roeber, ,Li4rary Public Services Manager, answered that they are currently C Step. With the promotion from Senior to
Principal would come in at C, they were not at D yet. She explained that the classifications cross over with 5% at C.
Chair Silva asked what the percent increase would be from their current salary.
Maureen Roeber, Library Public Services Manager stated that it would be ten percent of what they are getting now. Maureen Roeber,
Library Public Services Manager also commented that her issue is these employees have been serving as Principal Librarians at the
Senior Librarian classification level due to budget constraints and other issues. She also stated that the Library Department has not
been able to fill the Principal positions for about four years.
David Palmer, Library Director stated that the employees were filling the majority of the position duties while Maureen, Head of Public
Services was filling in the rest of the missing pieces. David Palmer, Library Director also commented that with the re -instatement of
the Principal and Senior Manager positions, they are able to give the additional duties to these two employees.
Marcia Raskin, Director of Human Resources stated that the City's system currently allows 5% increase or to the next closes step
which puts these individuals at the C Step at Principal. Marcia Raskin, Human Resources Director explained, to attract candidates to
the position, the E Step salary was offered. Also, if these long-term employees were to seeks employment elsewhere, the market
would pay them equivalent to the E Step salary. The City's rules limit thg ability to raise salaries. It is requested that all three of the
Principals be placed at E Step, which includes the 2 current employees and the one new employee.
Commissioner Stevenson asked what the third individual's position was?
David Palmer stated that he is equivalent of a Principal at San Diego Public Library. The candidate took a slight pay cut to come to
the city.
Marcia Raskin, Director of Human Resources stated that due to hiring freezes and salary savings these employees were not able to
promote to a fully functional Principal until now.
Chair Silva asked what the long-term ability of keeping the position?
David Palmer stated that it looks very good and he will work very hard to maintain that structure and is hoping of not having any down
turns. Mr. Palmer commented that the Library entities are complicated and that each of the Principal Librarians are managing about
40 people with budgets of about 2 million dollars and operation of 56 hours a week. They also ensure the safety of thousands of
visitors each weekend at each library branch.

Chair Silva asked if the City has paid Reserved Officers?
Marcia Raskin, Director of Human Resources stated that the City does not have paid Reserve Officers. Reserve Officer may be paid a
stipend when the work special events.
Commissioner Stevenson asked if she could be provided with an EEO report.
10 Marcia Raskin, Director of Human Resources said that staff would provide the Commissioner with the most recent EEO report.
