MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT Commissioners Silva _P_, Saucedo _P_ Floros TP_, Marrufo _P_, Stevenson _P_ 3. APPROVAL OF MINUTES - Regular meeting of June 6, 2007 Special meeting of June 27, 2007 MSC (FLOROS/SILVA) 5-0 To approve the Minutes as submitted. 4. Marcia Raskin, Director of Human Resources stated that a few lists are to establish an Eligibility roster; other lists are authorized to fill due to the complexity of the position, minimum staffing requirements or promotional movement. But in general, the 90 -day hiring freeze is solid. MSC (MARRUFO/SAUCEDO) 5-0 To approve the Eligible List. 6. NEW BUSINESS - A. Request for a Special Merit Increase for City Employee Submitted by Maria Kachadoorian, Director of Finance. Phil Davis, Assistant Director of Finance stated that Ms. Millikin is a high performing employee who makes minimal errors and is able to function with minimal supervision. This employee also handles one of the most difficult accounts in the City, dealing with all levels of management and staff in a professional and tactful manner. He also commented that she is most deserving of this special merit increase. Commissioners continue to discuss the Step Increase process and time frames. MSC (STEVENSON/SAUCEDO) 5-0 To approve the Request for a Special Merit Increase for City Employee. Civil Service Commission Minutes August 2, 2007 B. Appeal of Discipline submitted by City Employee. Marcia Raskin, Director of Human Resources stated that a verbal waiver of the 30 -day requirement to hear the appeal has been granted and staff will schedule a hearing date with all involved. Commissioner Stevenson asked if a 3 -day suspension could be appealed and that she did not see it in the Civil Service Rules. Marcia Raskin, Director of Human Resources said that the department has been making tremendous progress in the revision process but that 1 -day or more and any lost of property rights can be appealed. Commissioner Stevenson asked if the department is looking to revise the rule. Marcia Raskin, Director of Human Resources answered yes. Ms. Raskin also said suggestions from the Commission can be submitted prior to coming close to finalizing the document. Commissioner Floros asked what is her recommendation? Marcia Raskin, Director of Human Resources answered anything greater than five working days would be recommended. Hearings take time, energy, effort and a minimum of twelve people involved at all times along with outside attorneys and court recorders, she stated that ifs a disincentive. Ms. Raskin continued that as an organization, we have been fair and reasonable as far as department heads and to exhaust the administrative process at your appointing authority or your Skelly Hearing Officer, she believes should be sufficient for five days or less. Commissioner Stevenson stated that it is fairly common to see forty hours or less not appealable Marcia Raskin, Director of Human Resources also mentioned that the Bargaining Units might oppose a change to the rule. 0 Chair Silva asked if the employee has representation. Marcia Raskin, Director of Human Resources answer that Mr. Gene Thomson will represent the employee. C. Summary of Activities 2007 — Submitted for review and accepted. D. Attendance Record 06/07 - Submitted for review and accepted. Marcia Raskin, Director of Human Resources commented that she is very happy with this group of commissioners due to their professionalism, commitment and how they digest all information at hearings which is just phenomenal. 7. OTHER BUSINESS A. Staffing Reports — Read Items only. B. Civil Service Rules Marcia Raskin, Director of Human Resources commented that she has been meeting with Irene Mosley and Sharon Marshall on a regular basis to reviewed the revisions as submitted from a variety of sources. A copy of the most up-to- date document with the strikeouts and a current copy of the rules as they exist will be provided. Ms. Raskin asked Commissioners to specifically review Section 1.08 on Discipline. A draft copy of the Civil Service Rules will be provided. Chair Silva asked if there is a target completion date. Marcia Raskin, Director of Human Resources answered that Human Resources would like to see them completed by the end of the calendar year which may or may not be with Bargaining Unit approval yet. Commissioner Stevenson asked if the final document would go to City Council. Marcia Raskin, Director of Human Resources said that she is not certain and will check with city staff. Staff Comments Marcia Raskin, Director of Human Resources asked for a nod if they agree that anything greater than 5 -days or 40 -hours is a good starting place for a hearing. Commissioners nodded in agreement. D. Public Comments - None 9. ADJOURNMENT The Civil Service Commission adjourned to the next regular scheduled meeting on September 6, 2007, at 5:15 p.m., in the Council Conference Room C106 at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
