MEETING CALL TO ORDER 5:15 p.m. Conference Room C106 City Hall Building 2. MEMBERS PRESENT Commissioners Silva E , Saucedo P Floros P , Marrufo P , Stevenson P 3. APPROVAL OF MINUTES - September 6, 2007 November 2, 2006 MSC (SAUCEDOIMARRUFO) 4-0 To approve the Examination Announcements (SILVA EXCUSED) 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS Fire Captain Promotional 07558309P Public Works Specialist Promotional 07671209P Public Works Supervisor Promotional 07633709P, Senior Accountant Promotional 07363109P The Commissioners asked questions regarding key positions, filling vacancies, the cost of administering the Fire Captain's exam. Kelley Bacon, Assistant Director of Human Resources responded to the questions. MSC (STEVENSONISAUCEDO) 4-0 To approve the Examination Announcements (SILVA EXCUSED) 5. A A. Appeal of Termination by City Employee (CSC.046) Kelley Bacon, Assistant Director of Human Resources stated that the appellant has asked for a 90 -day postponement. Ms. Bacon also answered questions regarding the Ruiz's appeal and stated that the Attorney's office is handling the Writ that was filed. The Commissioners continued to discuss the process of the Writ filed with the City. 7. OTHER BUSINESS - A. Civil Service Rules — Read only. Vice -Chair Floros asked if there were any comments. Kelley Bacon, Assistant Director of Human Resources reports that staff continues to meet weekly and there is a draft. She felt that with the current issues the city is facing, ratification with all four bargaining units is not on the agenda at this point. She stated that it could possibility move forward by the end of the year. 4 Civil Service Commission Minutes November 1, 2007 • Vice -Chair Floros asked if there were aspects of the rules that dealt with the purposed lay-offs and will it be laid out. Kelley Bacon, Assistant Director of Human Resources commented that the old rules as written are very frustrating for all parties. Ms. Bacon commented that some employee's groups want the completion of new rules and other groups do not want to discuss any changes at this point. , Commissioner Stevenson asked if at some point will the Commissioners be able to go over the rules before they are adopted. Kelley Bacon, Assistant Director of Human Resources answered that the Commissioners will be part of that process. B. Staffing Reports — Read Items only. No comments. 8. A. Chair's Comments — No comments from Vice -Chair Floros. B. Commissioners' Comments Commissioner Stevenson asked what is the,current role of the Commission in lay-offs at this point. Kelley Bacon, Assistant Director of Human Resources commented that the Commission currently does not have a role and the rules are very specific. She stated that the Human Resources staff has current bumping charts and have been distributed to the Department Heads. Ms. Bacon explained that a point system for every position has been created based on how long' an employee has been in the each position. She explained that the point system changes with each lay-off. ' Vice -Chair Floros asked if there are any other questions. Commissioner Stevenson asked the number of lay-offs versus employee being placed in other positions and would that be an informational item for the Commission. Kelley Bacon, Assistant Director answered that staff will provide that information. C. Staff Comments - None D. Public Comments - None 9.
