HomeMy WebLinkAbout2013-05-13 CAC MINS• • 0 �r CITY OF CHULA VISTA CULTURAL ARTS COMMISSION Meeting Minutes Monday, May 13, 2013 Civic Center Branch Library 5:00 pm Conference Room Commissioners Present: Commissioners Absent: City Staff Present: Others Present: Call to Order 1 Roll Call Chair Al Gore; Commissioners Willie Harris, Muriel Kulikowski, Christine Moore, Aracely "Shelly" Rodriguez, and Jennifer Rodriguez Vice -Chair Anitza Rodriguez and Commissioner Luz Camacho Staff Liaison Stephanie Loney Commissioner Jason Paguio (Will take Oath of Office on May 21 st) Chair Gore called the meeting to order at 5:07 p.m. II. Approval of Minutes Motion made by Commissioner Kulikowski and seconded by Commissioner J. Rodriguez to approve the minutes from the January 14, 2013 meeting. Motion carried. III. New Business A. Approval of Performing and Visual Arts Grant Awards Stephanie distributed the list of award recipients to the Commission. The Awards Task Force consisted of Commissioners J. Rodriguez, Moore & Camacho, representatives from the Chula Vista Elementary School District & the Sweetwater Union High School District, and Jennifer Quijano from the Mayor's Office. This year's total awards amount was approximately $60,000. The Task Force received 31 applications and requests totaled $118,000. The Task Forces wanted to see something more unique, not the same program each year. Another focus was projects with a larger impact — more people to benefit, something with longer impact, and permanency in presence. Some unsuccessful applications were from schools which proposed programs with only one performance and limited venue. Some • unsuccessful community arts groups proposed the same program. One arts group was not awarded due to not being Chula Vista based. Stephanie informed the Commission that all awards recipients must submit completed report showing how the funds were spent. Motion made by Commissioner J. Rodriguez and seconded by Commissioner Kulikowski to approve the list of awards recipients as selected by the Task Force. Motion Carried. B. Selection and Approval of Recipients of Gayle McCandliss Award Due to the Commissioners' outreach to schools, we received ten applications this year. Stephanie distributed copies of applications for review and selection. BRAVO Award (working adult in the community contributing to the arts): Nomination received for Neisha Hernandez of Neisha's Dance Studio. Motion made by Commissioner Moore and seconded by Commissioner J. Rodriguez to present Bravo Award to Neisha Hernandez. Motion Carried. • RISING STAR Award: Stephanie distributed copies of applications for review. One application was disqualified due to applicant not residing in Chula Vista. One application disqualified due to applicant not nominated by a teacher, but an arts group. Seven applications meet award qualifications. Stephanie informed the Commission that each award should be in the amount of $250 to $300, with a total of $1,400 to be awarded. Motion made by Commissioner Kulikowski and seconded by Commissioner Harris to award $280 each to the following five recipients. Motion Carried. 1) Alexica Rogel — Otay Ranch High School 2) Aldo Arellano — Chula Vista High School 3) Elena Aguilar — Hilltop High School 4) Valerie Patricia Garcia — Olympian High School 5) Emily Rosario — Eastlake High School Stephanie will calendar the awards presentation for a Council Meeting in July/August, and will contact the students. Chair Gore requested a congratulatory letter, signed by the Commission • and awarded to the students. Stephanie will compose the letter. Commissioner Paguio suggested the letter be awarded to the students at their graduation or awards ceremony, if possible. The Commission • supported the recommendation and the following Commissioners will contact the recipient's school as follows: 1) Commissioner Moore - Hilltop High School 2) Commissioner Paguio — Eastlake High School 3) Commissioner J. Rodriguez — Otay Ranch High School & Olympian High School 4) Chair Gore — Chula Vista High School IV. Old Business A. Chair Gore encouraged Commissioners to visit Chula Vista Courthouse to view the current art display. V. Staff Report A. Stephanie announced the resignation of Commissioner Attisha. B. Stephanie introduced Commissioner Jason Paguio, who will take his oath of office on May 21St. Commissioner Paguio provided a brief self - introduction to the Commission. C. Stephanie reminded the commissioners that the Annual Boards and Commissions Recognition Event is scheduled for June 3rd, and to rsvp to mayor's office directly. D. Stephanie informed the commissioners that a new Chair and Vice -Chair will be elected at the July meeting. E. Stephanie reported that the Veterans Advisory Committee will be displaying an exhibit in the Civic Center Library's Veterans Wing. VI. Public Comments/Communications A. Commissioner Kulikowski stated that she attended the Chula Vista Woman's Club 100 -Year Celebration. She was informed that the Woman's Club is coming under financial stress. She was also informed that the building is historical site and the City has two years to decide what to do with the property. Stephanie confirmed that the building requires quite a bit of renovation. B. Commissioner Harris inquired whether there is a charter that states the commission only meets once every other month. Chair Gore inquired whether the Commission can meet on a monthly basis. Commissioner Kulikowski questioned if there are enough agenda items to meeting monthly. C. Chair Gore generously offered to purchase name tags for all Commission Members. 9 VII. Adjournment Meeting was adjourned at 6:25 p.m. by Chair Gore. The next meeting of the Cultural Arts Commission is scheduled for Monday, July 8, 2013 at 5:00 pm at the Civic Center Branch Library, located at 365 F Street, Chula Vista. ASLN\-"J C 0
