Approval of Minutes Motion made by Commissioner Gore and seconded by Commissioner Paguio to approve the minutes from the meeting of July 8, 2013. Motion carried. Revision to Item V-A (Harris attended not Camacho) III. New Business A. Musical Instruments Ad -Hoc Committee Report Vice -Chair Paguio stated that he had a conversation with Luke Diebolt with Bertrand's Music. Mr. Diebolt stated that he would be willing to appraise & store the instruments for us. Commissioner Harris stated that he has reservations with the Commission dealing with a private company, especially one that is not located in Chula Vista. He expressed concerns that we are doing something for Chula Vista, and working outside of Chula Vista may give the appearance that we are not bidding the project out. Commissioner Gore suggested we could contact local businesses to help. 4 Chair Moore requested to agendize this item for the next meeting. • B. Reschedule November 11th Meeting — Veterans' Day Holiday The regularly scheduled meeting of November 11th will be cancelled due to the Veterans' Day holiday. Chair Moore has called a special meeting for November 18th IV. Old Business A. Commissioner Gore reported that he was approached several months ago by someone who wanted to place a statue at the Olympic Training Center. Mr. Gore met with Tracy Lamb and looked at possible spots for the statue at the OTC. Chair Moore suggested the Commission to contact the City Attorney for a legal opinion to determine if we should provide a recommendation for private property. Staff Liaison Loney stated that it is her understanding was that the City is not interested in this particular statue. Commissioner Gore suggested an invitation to the artist to make a presentation to the Commission. • Commissioner Kulikowski stated that the Commission has already discussed and seen the pictures of the statue and do not think it is necessary for a presentation. Chair Moore reiterated the concern that the City is not interested in the statue and is leery of the pressure of putting the statue on private property. B. Commissioner Gore asked if anyone had the opportunity to see the art exhibit at the South Bay Courthouse. Commissioner Harris stated that the courthouse is not city property and asked why we are not trying to display artwork in the Library or other city property. Commissioner Gore replied that we needed to start the seed and see what we can do so that artwork can be displayed at other locations. Vice -Chair Paguio suggested that art be displayed at local businesses. Chair Moore stated that she knows the owner of the Star News and she • may be interested in displaying artwork. 2 • Staff Liaison Loney stated that the courthouse display is coordinated by the South Bay Artist Association because it is not the Library's domain to have agreements for display not in our building. The department has a display policy for library facilities. A commissioner would have to coordinate the process of putting the two entities together. Chair Moore suggested that a commissioner should reach out to the City help coordinate display artwork in city facilities. Commissioner Gore volunteered to contact the appropriate city office if someone would assist him. Commissioner Harris said he would help and he would also like to reach out to the local malls. C. Commissioner Harris asked if there was any update on the idea of an arts incubator. Stephanie reported that staff provided information to Councilmember Salas's office as requested and have not received any feedback. D. Chair Moore requested Stephanie to contact Councilmember Bensoussan and Councilmember Salas's offices to request a presentation at the November meeting. • E. Chair Moore polled the commissioner to determine if there is any interest to changing the regular meeting schedule to every month. Motion made by Commissioner Gore and seconded by Vice -Chair Paguio to revise the meeting schedule. Motion passed (6-0). Stephanie will contact the City Clerk's office to see what needs to be done to officially make the change. V. Staff Report A. Fallen Heroes Wall of Honor Exhibit Staff Liaison Loney informed the commission that the project has been postponed and will not be ready by Veterans' Day. The group is anticipating the display will be ready by Memorial Day. Staff will keep the commission informed when we have information. VI. Public Comments/Communications A. Vice -Chair Paguio announced an event at the Otay Ranch Town Center scheduled for November 9th. Marching bands from throughout California will perform in a community parade. Proceeds go toward scholarships for 40 students. 3 B. Chair Moore announced the Third Avenue Yuletide Parade has been cancelled due to the economic climate. The Police Department will no longer provide time and enforcement for free. The vendors felt that because of parade, their businesses were not accessible and funds could be better spent than paying approximately $28,000 for Police services. C. Commissioner Harris announced the PTA Nationwide will be sponsoring an event program called `Reflections", which is an arts based scholarship program. Four Chula Vista high schools, including Eastlake, will be participating. Volunteers are needed to help judge the entries. The event will take place in mid-October. Chair Moore requested Commissioner Harris to provide information to Stephanie, who will share the information with the group. D. Commissioner Gore generously provided name tags to everyone. E. Chair Moore thanked the commissioners who attended the City Council meetings in which the McCandliss "Rising Star" awards were presented to the young students and the "Bravo" award was presented to Neisha Hernandez. • VII. Adjournment Meeting was adjourned at 5:51 p.m. by Chair Moore The next regularly scheduled meeting of the Cultural Arts Commission scheduled for Monday, September 11, 2013 will be cancelled due to the Veterans' Day holiday. A special meeting is scheduled for Monday, November 18, 2013 g at - 5:00 pm at the Civic Center Branch Library, located at 365 F Street, Chula Vista. ►.1
