Meeting Minutes

Symphony / Community Opus Project
Chair Moore called the meeting to order at 5:15 p.m.
II. Approval of Minutes
Motion made by Commissioner J. Rodriguez and seconded by Vice -Chair Paguio to
approve the minutes from the meeting of November 18, 2013. Motion carried (4-0).
III. APPROVAL OF ABSENCES
Chair Moore requested an excused absence from the November 18, 2013 meeting.
Motion made by Commissioner Gore and seconded by Vice -Chair Paguio to
approve the absence. Motion carried.
Commissioner Aracely Rodriguez has had four unexcused absences this fiscal
year. Chair Moore stated that she will contact the Mayor's Office for direction on
how to proceed with the situation.
IV New Business
A. Selection of Members to Serve on Performing and Visual Arts Grant Panel
Chair Moore stated that she was on panel last year and enjoyed the
experience.
Last year's task force awarded approximately $60,000. The only
requirement to serve on the panel is the time commitment to review all the
applications prior to the selection task force meeting, which lasted about two
hours.
Motion made by Vice -Chair Paguio and seconded by Commissioner Gore
that Chair Moore, Vice -Chair Paguio and Commissioner Gore will serve on
this year's panel. Motion carried.
IV. Old Business — None
V. Staff Report
A. Draft Arts Master Plan — Director Waznis provided a brief update on draft
plan revisions and expect completion of revisions by next month.
Vice -Chair Paguio asked if it was too late to provide comments/suggestions.
Director Waznis welcomed the Commissioners' comments and asked for
submission in writing to Staff Liaison Loney by March 10tH

The Commission agreed to reach out to local schools as follows:
Chair Moore — Hilltop & Castle Park ,
Vice -Chair Paguio — Bonita Vista & Eastlake
Commissioner Gore — Chula Vista & Olympian
Commissioner J. Rodriguez — Otay Ranch & Mater Dei
VI. Public Comments/Communications
A. Emmanuel Soto, Program Coordinator for the San Diego Youth Symphony /
Community Opus Project was invited to the meeting by Vice -Chair Paguio.
Mr. Soto wants to learn how the Opus Project can partner with the City to get
involved with community events. The majority of children in the group are
about 8 to 10 years old. The Opus Project offers an afterschool program for
approximately 200 students at six different schools.
Mr. Soto stated that the Chula Vista Elementary School District is one of two
districts in the nation which has been awarded grants from VH1 to help
expand musical programs in the schools. Vista Square and Lauderbach
Elementary Schools will receive grants in 2014. Each school will receive
$10,000 in musical instruments in exchange for hiring a full-time music
teacher at the school.

The School District has made a commitment to expand this program into the
other schools.
Chair Moore requested Mr. Soto to provide updates on the group's events
and the Commission will help advocate in the community.
VII. Adjournment
Meeting was adjourned at 5:57 p.m. by Chair Moore.
The next meeting of the Cultural Arts Commission is scheduled for Monday,
March 10, 2014 at 5:00 pm at the South Chula Vista Branch Library, located at
389 Orange Avenue, Chula Vista.
