Call to Order/ Roll Call Chair Christine Moore; Commissioners Al Gore, Willie Harris and Jennifer Rodriguez Vice -Chair Jason Paguio Staff Liaison Stephanie Loney None Chair Moore called the meeting to order at 5:09 p.m. II. Approval of Minutes Motion made by Commissioner Rodriguez and seconded by Commissioner Gore to approve the minutes from the meeting of February 10, 2014. Motion carried (4-0). III. Approval of Absences Commissioner Harris requested excuse for absence from the February 10th meeting. Motion made by Chair Moore and seconded by Commissioner Gore to approve the absence. Motion carried (4-0). IV New Business A. Informational Item — Stylus Park in the Millennia Development (written report by Mary Radley, City Landscape Architect) Stephanie stated that she was contacted by Mary in order to inform the Commission about the proposed project due to the art component to the first park in the Millenia development (see Mary's report — attached.) Commissioner Harris asked about the space for the iconic piece and whether it might accommodate the statue that Commissioner Gore had been speaking about in the past meetings. Commissioner Gore suggested a "brick" donation program to pay for art exhibit. He also suggested having local artists' work to be installed in the park. Chair Moore asked if the City is seeking local artists. Commissioner Harris asked Stephanie to request a meeting with the Parks/Landscape staff and also suggested helping to host a public meeting to get input. V. Old Business A. Vacant Commission Positions Chair Moore asked for an update on the vacant positions. She stated that Councilmembers Bensoussan and Salas have been announcing the vacancies at their public forum meetings. Stephanie replied that City staff will be interviewing two candidates on Thursday, March 13tH • V1. Staff Report 0 A. Draft Arts Master Plan Update The department has an intern updating the draft arts master plan with the comments provided by Councilmember Bensoussan. The intern is also fact checking to make sure some of the agencies listed to in the plan still exist. Commissioner Gore requested Stephanie to email the plan to him again. B. 2014 Performing and Visual Arts Grant Update The department received 26 applications with a total request for $106,000. Stephanie will need to find out from the Finance Department how much money is available to be awarded. The majority of the applications are from educational institutions. Stephanie provided application packets to Chair Moore and Commissioner Gore, but asked the Commissioners to not discuss them until the PVAG Task Force meeting. 2 C. 2014 Gayle McCandliss Awards Update • Stephanie sent emails directly to local high school arts teachers. The deadline for applying for the award is April 1St and she has only received one application. 0 0 Commissioner Harris volunteered to contact Palomar and Hi Tech High Schools. He will also contact Sweetwater High School, but will make sure they know the student must be a resident of Chula Vista. Chair Moore suggested adding "must be Chula Vista resident" on the application next year. VII. Public Comments/Communications — None VIII. Adjournment Meeting was adjourned at 5:39 p.m. by Chair Moore. The next meeting of the Cultural Arts Commission is scheduled for Monday, April 14, 2014 at 5:00 pm at the Civic Center Branch Library, located at 365 F Street, Chula Vista. 3
