Meeting Minutes
Monday, April 14, 2014 Civic Center Library

Commissioners Present: Chair Christine Moore; Vice -Chair Jason Paguio; Commissioners Al Gore,
Willie Harris, Kirin Macapugay, Jennifer Rodriguez, Emmanuel Soto
Commissioners Absent: None
City Staff Present: Stephanie Loney
1. Call to order/Roll Call
Chair Moore called the meeting to order at 5:14 p.m.
11. Approval of minutes
Motion made by Commissioner Gore and seconded by Commissioner Harris to approve the
minutes from the meeting of March 10, 2014. Motion carried (7-0)
III. Approval of absences
Commissioner Paguio requested excuse for absence from the March 10`h meeting. Motion made
by Commissioner Gore and seconded by Commissioner Rodriguez to approve the absence.
Motion carried (7-0)
IV. New business
A. Introduction of New Commissioners — Mr. Emmanuel Soto and Ms. Kirin Macapugay were
introduced to the Commission. Mr. Soto is Program Manager for the San Diego Youth
Symphony and Ms. Macapugay is the Director of Marketing and Business Development with
Operation Samahan Health Centers.
B. Review of Cultural Arts Commission Membership — Stephanie distributed a draft of a
proposal to reconsider the size of the Cultural Arts Commission, reducing the voting
membership to seven. In thirteen meetings over a two year period, the Commission has
achieved full membership for two meetings. The remainder of meetings had between five
and eight members. Attaining quorum and reducing time spent on searching through
applications was cited as a benefit.
Commissioner Harris expressed citing proposal as supporting the City's strategic goal of
Operational Excellence was incorrect.
Commissioner Moore expressed that when the Arts Master plan is updated there will be
more work and a need to keep the membership at nine voting members.
Commissioner Paguio agreed with keeping the membership at nine.
Commissioner Gore stated that meetings had been canceled due to lack of members
Commissioner Soto made a motion to continue the item for 60 days and attempt to recruit
members. Seconded by Commissioner Paguio. Motion carried (7-0)

VI. Staff Report
A. Draft Arts Master Plan Update
The department continues to update the 2006 draft arts master plan with comments
provided by Councilmember Bensoussan. The intern is fact checking agencies and data in
the original draft created by the consultant. This update is 98% complete. Once completed,
the plan goes to the City Manager. A copy of the final version of the draft will be sent to the
Commissioners.
B. 2014 Performing and Visual Arts Grant Update
• Stephanie distributed the list of grant applications and the proposed projects. There were
twenty-six applications of which twenty-one were selected for funding by the Task Force.
Commissioner Moore requested that the letter of partnership be a requirement for funding
joint projects.
Stephanie explained the letter was first requested last year, as a way of ensuring
partnerships were communicating with each other and projects did not have to request
changes halfway through the year if a partner could not work on a project.
Stephanie will add the letter requirement under the "Boards and Commissions" section of
her staff report so that City Council can review the suggestion.
Commissioner Gore made a motion to approve the awards. Commissioner Rodriguez
seconded. The motion passed (7-0)
C. 2014 Gayle McCandliss Awards
Stephanie distributed an application received from Hilltop High School. This was the only
application received. The ongoing labor negotiations in the Sweetwater Union High School
District and the work to rule may have contributed to the lack of nominations.
Stephanie emailed over 40 district art teachers in local schools between December 11th and
12th'
Commissioner Moore suggested awarding the total funded amount to the one nominee.
Commissioner Gore suggested an amount of $300-$500.
After discussion the amount of $250 was proposed by Commissioner Gore and seconded by
Commissioner Macapugay. . The motion passed (7-0)
VII. Public Comments/Communications
A. Use of Social Media (Twitter/Face Book) by the Commission was mentioned by
Commissioner Paguio. Stephanie confirmed that City departments must work through the
Office of Communications but she was unsure about City Commissions.
Commissioner Moore stated her use of social media would be covered by her first
amendment rights.
Hashtag CVArts was selected for use if updating social media postings.
B. Commissioner Gore announced another exhibit at the Court House.
C. Commissioner Soto informed the Commission of a San Diego Youth Symphony fund raiser
on May 18tH

The next meeting of the Cultural Arts Commission is scheduled for Monday, May 12th, 2014 at
5:00 pm at the Civic Center Branch Library, located at 365 F Street, Chula Vista.
