CULTURAL ARTS COMMISSION
Meeting Minutes
Monday, September 8, 2014 Civic Center Branch Library
5:00 pm Conference Room
Commissioners Present: Chair Christine Moore; Commissioners Jason Paguio,
Crystal Alonso, Al Gore, Kirin Macapugay, Jennifer
Rodriguez, and Emmanuel Soto

Chair Moore called the meeting to order at 5:07 p.m.
II. Approval of Minutes
Motion made by Commissioner Gore and seconded by Commissioner
Macapugay to approve the minutes from the meeting of August 11, 2014. Motion
carried unanimously.
III. Approval of Absences
Motion made by Commissioner Gore and seconded by Commissioner Rodriguez
to approve absences of Commissioners Paguio, Macapugay, and Soto.
Commissioner Macapugay noted she was very late to the meeting. Motion
carried unanimously.
IV New Business
A. Possible ideas for a PVAG Application by the Commission in 2015 were
discussed. Suggestions were as follows —
• Form an ad hoc committee for planning
• Run a quarterly events series
•
• Partner with an event like Harborfest
• Artistically paint empty store fronts on Third Avenue
• Paint utility boxes
• Use grant monies for enhanced communication of arts events
• Sponsor a program and pay for performer
• Sponsor quarterly art competitions, each quarter focusing on a different art
form
• Have a public event (such as Concert in the Park) but partner with an
organization to provide this
• Use grant to fund outreach efforts, booklet on the arts
• Use grant to pay for a roving exhibit from a well-known museum/collection
• Piggy back on other events
• Keyboards to classrooms project
• Establish a "Community Band"
• Encourage local talent to participate in south bay annual event
• Support the Dia De Los Muertos event
• Support a "Taste on Third" event and get performers to participate
• Sponsor high school students to attend events such as the farmers market
• Sponsor "Art Walks"
• Court house exhibit reception
Commissioners Rodriguez, Gore, Macapugay, and Soto volunteered to form the
ad hoc committee to work on this. It was noted that the Commission is an
advisory body and not charged to fund raise.
V. Old Business
Olga Berdial of the City's Communications Department reported on how
publicity/promotional communications are being handled. They are re -tweeting
everything happening in Chula Vista. They are focusing on local (Chula Vista)
events. She encouraged the commissioners to share information even if unsure
of details. The Office of Communications likes to hear about it.
Events happening in one month's time can be shared using city newsletters or
Nixie. For Twitter, think "Chula Vista".
If Commissioners have local connections, please share with the Office of
Communications.
The city website is being redone. The Commission will have its own page. It will
be a "static" page but the Office of Communications can update it occasionally.
Olga confirmed that links to a list can be added to the website.

VI. Staff Report
Stephanie Loney thanked the Commission for their participation in the Library's
Summer Reading Program Art Competition
The Commission vacancy is currently posted on the City website, along with
other Board and Commission's vacancies.
VII. Public Comments/Communications
The San Diego Youth Symphony sent a letter expressing thanks for the PVAG
award they received this year.
Chair Moore thanked Commissioner Gore for providing new commissioners
name tags at his own expense.
VIII. Adjournment
Motion to adjourn was made by Commissioner Paguio and seconded by
Commissioner Gore. The motion passed unanimously and the meeting
adjourned at 6:10 pm.
The next Cultural Arts Commission meeting is scheduled for Monday, October
13, 2014 at 5:OOpm at the Civic Center Branch Library, located at 365 F Street,
• Chula Vista.
