HomeMy WebLinkAbout2015-01-12 CAC MINS• CJ 0 CITY OF CHULA VISTA CULTURAL ARTS COMMISSION Meeting Minutes Monday, January 12, 2015 Civic Center Branch Library 5:00 pm Conference Room Commissioners Present: Commissioners Absent: City Staff Present: Others Present: Call to Order/Roll Call Chair Christine Moore; Vice -Chair Melissa Baldwin; Commissioners Crystal Alonso, Al Gore, Kirin Macapugay (arrived at 5:30 pm), Jennifer Rodriquez, Jason Paguio, and Marie Zhivago None Staff Liaison Stephanie Loney None Chair Moore called the meeting to order at 5:06 p.m. Approval of Minutes Motion made by Vice -Chair Baldwin and seconded by Commissioner Gore to approve the minutes from the meeting of November 10, 2014 meeting. Motion carried 7-0 (Commissioner Macapugay arrived late) III. Approval of Absences A. Motion made by Commissioner Gore and seconded by Commissioner Rodriguez to approve the absence of Commissioner Paguio from the November 10, 2014 meeting as an excused absence. Motion carried 7-0. Commissioner Macapugay arrived late. B. Motion made by Commissioner Gore and seconded by Commissioner Rodriguez to approve the absence of Commissioner Soto from the November 10, 2014 meeting as an unexcused absence. Motion carried 7-0. Commissioner Macapugay arrived late. IV. New Business A. Approval of Art Exhibit Request A request from Oscar Aguire to exhibit art work at the South Chula Vista Library was considered. The request included six examples of the artist's work. No specific date was requested. The Commission asked to be informed of the exhibit dates once finalized. Motion made by Commissioner Zhivago and seconded by Commissioner Alonso to approve. Motion carried 8-0. B. Mandatory Ethics Training The Commission was reminded by Staff Liaison Loney that members are expected to complete two hours of ethics training every two years. Ethics training can be completed at the Fair Political Practices Commission website http://Iocalethics.fppc.ca.gov. Commissioners were advised to print off their certificate of completion and mail a copy to the City Clerk's office. It is public record if a Commissioner has undergone training. V. Old Business A. PVAG Application — Ideas for Submittal The Commission briefly reviewed the process for the PVAG grants. The Commission created a final list of events for consideration — Sponsoring musical acts at the "Taste of Third Avenue" event; Sponsoring participation in the Harborfest celebration; Sponsoring part of a Bayfront Band Review; Sponsoring a talent component of Miss South Bay pageant (or equivalent); Sponsoring a celebrity judge and a small prize in the Chula Vista High School Choir Competition; Sponsoring another band/arts one day event in the Spring (Arts and Education Celebration). A motion to approve an application to support the Arts and Education event was made by Vice -Chair Baldwin and seconded by Commissioner Gore. The motion passed 7-0 (Commissioner Paguio abstained due to involvement) B. McCandliss Award — Self Nomination Guidelines The guidelines and application has been revised to reflect that self -nomination is permitted in all categories. A motion to approve was made by Commissioner Rodriguez and seconded by Commissioner Zhivago. The motion carried 8-0. VI. Staff Report A. Arts Master Plan Staff liaison Loney reported that the Arts Master Plan revision had been requested by Council Member Bensoussan through the City Manager's office and a copy of the revised draft had been provided. B. Gayle McCandliss Award The award application will be placed on the library web page and a press release created. The closing date is mid-April. C. Staff Liaison Loney contacted "Our Hometown" magazine and invited them to cover the 0 individual grant awards when they are made in July 2015. 2 9 • VII. Public Comments/Communications A. Jason Paguio will be attending the "Create California" conference in January. It will be held in Oakland. VIII.
