Meeting Minutes
Monday, May 11, 2015 Civic Center Branch Library
5:00 pm Conference Room
Commissioners Present: Chair Christine Moore; Vice -Chair Melissa Baldwin;
Commissioners Al Gore, Kirin Macapugay (left at 5:54
pm), Jennifer Rodriguez, and Marie Zhivago (arrived at
5:05 pm)

Chair Moore called the meeting to order at 5:02 p.m.
II. Approval of Minutes
Motion made by Commissioner Gore and seconded by Vice -Chair Baldwin to
approve the minutes from the meeting of April 13, 2015. Motion carried (5-0-1).
(Commissioner Zhivago arrived late.)
III. Approval of Absences
A. Motion made by Commissioner Rodriguez and seconded by Commissioner
Gore to approve the absences of Commissioners Alonso, Macapugay and
Zhivago from the meeting of March 9, 2015. Motion carried (5-0-1).
(Commissioners Zhivago arrived late.)
IV. New Business
A. Performing and Visual Arts Grant — Approval of Awards
Staff Liaison Loney distributed draft copies of the staff report. This Item will
be going to City Council for approval on May 26tH
32 applications were approved by the PVAG Task Force.
Chair Moore suggested Commissioners to review the list and identify any
conflicts of interest. Those items will be pulled and discussed.
Commissioner Zhivago identified conflict with Sakura Theater application.
Chair Moore identified conflict with three applications from the Third Avenue
Village Association.
Motion made by Vice -Chair Baldwin and seconded by Commissioner
Macapugay to approve all applications except for those listed above. Motion
carried (6-0).
Motion made by Commissioner Gore and seconded by Commissioner
Rodriguez to approve the application for Sakura Theater. Motion carried
(5-0). (Commissioner Zhivago abstained due to conflict of interest.)
Motion made by Commissioner Rodriguez and seconded by Commissioners
Gore to approve the three applications for the Third Avenue Village
Association. Motion carried (5-0). (Chair Moore abstained due to conflict of
interest.)
V. Old Business

1) Review of Application Received — Commissioners reached out to
references identified on application.
Commissioner Rodriguez reported that she watched a performance by
the student at Sweetwater High School, and also spoke with Ms.
Charles, one of the references listed on the application.
Motion by Commissioner Gore and seconded by Commissioner
Zhivago to award $500 to Maya O'Campo. Motion carried (6-0).
2) Discuss Timeline Change for Next Year
The Commission discussed the timeline for next year's application
process and decision on the following:
Open application period in early September - before first school break.
Deadline for submission - Friday, Dec 18th by 5 pm.
Decisions on awarded by February.

Chair Moore suggested she could reach out to the Star News for an
ad next year. The Sweetwater Union High School District has an
electronic newsletter.
Motion made by Commissioner Zhivago and seconded by Vice -Chair
Baldwin to change the deadline of the application process as stated
above. Motion carried (6-0).
B. Request for Leave of Absence from Commissioner Alonso
The Commission approved a 30 -day leave of absence at the April 13, 2015
meeting.
Motion made by Chair Moore and seconded by Commissioner Macapugay to
deny the leave of absence above the 30 -day period. Motion carried (6-0).
C. Number of Members on Commission & Possible Meeting Start Time Change
The Commission discussed the possibility of reducing the membership from
nine to seven members in order to help ensure a quorum.
Vide -Chair Baldwin stated that she is in support of reducing the number.
Commissioner Gore concurred that getting a quorum is more difficult with a
• larger group.
Chair Moore expressed concern that there are currently applications being
reviewed by the Mayor's office and appointments made by made.

Staff Liaison Loney suggested postponing the decision one more month and
she will contact the Mayor's office.
Discussion on the number of members will be continued at the June 8, 2015
meeting.
Chair Moore requested discussion regarding the start time of the meetings.
Commissioner Zhivago stated that she teaches students on Mondays and a
5:15 start time would work better for her_
Commissioner Macapugay would also like at 5:15 pm start time.
Motion made by Commissioner Zhivago and seconded by Commissioner
Macapugay to change the Cultural Arts Commission meeting start time from
5:00 pm to 5:15 pm. Motion carried (6-0).

VI. Staff Report —Current Exhibits
Staff Liaison Loney informed the Commission that the Library has several exhibits
and invited the Commissioners to view them at their convenience (Remembering
the Fallen, Harry Potter, and Indian Medicine.)
VII. Public Comments/Communications
A. Omar Firestone (email: omarfirestonea-gmail.com) introduced himself to the
Commission. Mr. Firestone stated that he is a member of the Orquesta de
Baja California — a 20 member group performing classical chamber music.
Chair Moore thanked Mr. Firestone for attending the meeting and invited him
to apply to the Commission.
B. Commissioner Rodriguez distributed a list of events the commission could
attend and requested to discuss at a future meeting.
Commissioner Zhivago stated that she would volunteer her graphic design
services to create a banner for the Commission to display at the events. The
approximately cost for a 2' x 5' banner is $99.
C. Commissioner Zhivago stated that she will be a featured cartoonist at Comic
Con next year. She has assembled a panel consisting of the principals of
Eastlake and Salt Creek Elementary Schools are very interested.
Commissioner Zhivago invited Commissioner Rodriguez to join the panel and
represent the Cultural Arts Commission. Commissioner Rodriguez accepted
the offer.
VIII. Adjournment
Meeting was adjourned at 6:10 p.m. by Chair Moore.
The next meeting of the Cultural Arts Commission is scheduled for Monday,
June 8, 2015 at 5:15 pm at the Civic Center Branch Library, located at
365 F Street, Chula Vista.
