HomeMy WebLinkAbout1994-06-14 CAC MINS MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS CONMSSION Tuesday, 5:00 p.m. Parks & Recreation Conference Room June 141 1994 City Hall CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair Cernitz, Commissioners Castillo, McAllister, Pelayo, Scott, and Souval MEMBERS EXCUSED: Commissioners Arias and Wheeland STAFF PRESENT: Staff Liaisons Gates and McMartin 1. APPROVAL OF MINUTES MSUC [Scott/McAllister] 6-0 to approve the minutes of April 12, 1994. 2. UNFINISHED BUSINESS Action a. NOMINATIONS/ELECTION of Chair and Vice Chair - effective July 1, 1994 At the last meeting Ms. Scott and Mr. McAllister were nominated for the positions of Chair and Vice Chair. No additional nominations were made. MSUC [McAllister/Castillo) 6-0 to elect Coleen Scott to serve as Chair and Archie McAllister to serve as Vice Chair for the fiscal year 1994-95. b. Approval of Expenditures from McCandliss Memorial Fund MSUC [McAllister\Cernitz] 6-0 to retroactively approve expenditures for McCandliss Memorial Awards from the Memorial Fund as follows: OnStage Productions - $250 Mary Etta Houston - $500 Eugene Jose Robledo - $500 Plaques - $298.48 Meetings Minutes C. Partnership with SUHSD - Eastlake Performing Arts Cent( Following the Council request, the SUHSD is proposing : to hire a manager which will be funded one-half by tY City and one-half by the District. MS1 (Cernitz\Souval] 6-0 to make a formal statement to tY City Council that the first and top priority for ai Cultural Arts Funding be for a full time Cultural Ari Coordinator for the City. Non-Action a. Relations with Southwestern College - Mr. Pelayo report( he is meeting with three College instructors who ai interested in assisting with the City with joint event: b. Non-Profit - The Steering Committee has developed a dra] charter and by-laws based on those established by "l Street Dance Company. The first annual general meetii will be held June 28 at 6:00 p.m. in the Conference Roc next to the Council Chambers. Discussion will incluc benefits to members, membership categories (processinc • dues, etc. ) , and approval of the by-laws. C. Visual Arts Request - A presentation has been made to tl Port District for funding of the Sunset Cinema Festiva: The Port District will make a decision by June 21. d. Design Review Process - A meeting is scheduled for Ju: with staff to discuss the process that will be requir( of the Commission. This item has been continued to tl next meeting. e. Supplemental Funding Request - The request to Council w< to increase the one-half time Cultural Arts Coordinat( to a full-time position. The Council request( clarification. Staff recommendation will not be mac until information on the Eastlake Performing Arts Cent( is completed. 3. NEW BUSINESS Action - None • Cultural Arts Commission 3 June 14, 1994 Meetings Minutes Non-Action a. Formation of Public Art Policy Sub-Committee - A Sub- Commmittee was formed with the responsibility for writing the public arts policy. The members consist of Commissioners McAllister and Pelayo, and hopefully Ms. Shaw wil be available to assist. b. Quarterly Report - City Council The Commission was asked to consider the idea of presenting a Quarterly Report to the City Council on the Commission's progress. The Commission decided against formally addressing the Council and opted to update the Council on an individual project basis. C. NALAA Convention Update - Ms. Ceritz attended the NALLA Convention on July 4-7, 1994 in Fort Worth, Texas. There were several informative sessions, such as arts and humanities month, partnerships, sponsorships, cultural tourism, etc. The Convention will be held next year in San Jose. There is Council approval of $1,295 for attendance of one of the Commissioners. d. Outside Consultant Services - The City Attorney's office has not completed their opinion of Ms. Shaw's involvement in grant writing. 4. SUB-COMMITTEE REPORTS A Workshop is scheduled for July 16 in the Library to discuss and review the 1994-95 goals and objectives. a. Art in Public Places - Mr. McAllister reported he has been contacted by the Urban Corp of San Diego. The National Institute for the Conservation of Cultural Properties is holding a Workshop in San Diego in February, 1995. They are seeking someone to host the Workshop. MSUC [Souval/Cernitz] to direct Mr. McAllister to pursue further information as to what will be involved and what the costs will be. b. Festival - Mr. Pelayo reported there was a good size crowd and overall very successul which resulted in good visibility. There are still 80 T-shirts available. C. Arts in Education - Meetings are being planned for the summer months. • Cultural Arts Commission 4 June 14, 1994 Meetings Minutes 5. STAFF REPORT - Music in the Park is begining Sunday, June 19. Flyers are being distributed for the School of Performing Arts presentations. POPs concert is scheduled for August 21, 7:30 pm. at Marina View Park. A first Community Pride Festival is scheduled Fourth of July at Marina View Park. It will consist of live entertainment, food and beverages, games, contests and prizes. 6. COMMUNICATIONS a.
