HomeMy WebLinkAbout1994-09-13 CAC MINS w � MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. Parks & Recreation Conference Room September 13, 1994 City Hall CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Vice Chair McAllister, Commissioners Castillo, Cernitz, McAllister, Pelayo, Souval, and Wheeland MEMBERS ABSENT: Chair Scott and Commissioner Arias STAFF PRESENT: Staff Liaison Gates, McMartin, and Shaw 1. APPROVAL OF MINUTES MSUC [Cernitz\Souval] 5-0 (Arias,Scott absent; Pelayo was not yet present) to approve the -minutes of August 9, 1994. [McAllister\Wheeland] 5-0 (Arias,Scott absent; Pelayo was not yet present) agreed to take out of order and address speaker, Michael Schnorr. Mr. Schnorr, Southwestern College Instructor, distributed information on Project Insight. The Project consists of 70 international artists. The group is currently planning to display approximately five pictorial billboards on East Orange Avenue. The target date is September 23 pending the City's approval. The Commission agreed to endorse the project by sending a letter to the City's Planning/Engineering Departments. 2. UNFINISHED BUSINESS Action - None Non-Action • a. Friends of the Arts - Fund Raising Request Ms. Wheeland reported that the Friends of the Arts were approached regarding their interest in conducting fund raising events. They responded they are newly formed and are not interested in conducting fund raisers at this time. MSUC [Pelayo/Cernitz] 6-0 (Arias, Scott absent) to establish clarification of the Commission's relationship with Friends of the Arts. C. Dia de los Muertos Festival in October Activities are scheduled during the month of October for a Binational Program by the Cultural Department of Tijuana, City of San Diego and City of Chula Vista for , Dia de los Muertos Festival. Two workshops are scheduled for October 8 and October 22 at the Chula Vista Community Youth Center. The first workshop held will be for mask- making. The second workshop will focus on rituals, music, etc. Flyers will be distributed at the local schools. d. Eastlake Performing Arts Center Report Several Commissioners met with Mayor-elect Horton to discuss the potential joint use agreement between the City and Sweetwater Union High School District. Ms. Shaw reported she has been in contact with Mr. Campbell, SUHSD, and reported the Performing Arts Center has not been completed. There are still some structural problems with the facility. No further action addressing a joint use agreement is scheduled at this time. e. Commission Attendance Policies The Commissioners received copies of the Attendance Policy. They were reminded they must attend at least 75% of the meetings. When a Commissioner is unable to attend a scheduled meeting, they must notify a staff member or the Chair. The other Commissioners must vote on whether or not to accept the absence. f. Purchasing Guidelines The City's purchasing guidelines were distributed. The Commissioners were reminded these procedures should be adhered to when purchasing items and requesting reimbursements. s Cultural Arts Commission 3 September 13, 1994 Meetings Minutes 3 . NEW BUSINESS Action - a. Disposition of Funding The Commission will develop a spending plan for the $1,250 currently available in their budget and will develop ideas of how to replace these funds in the future. These funds have not been utilized to date. [Pelayo/Souval] 6-0 (Arias, Scott absent) to allocate $300 of these funds towards the Dia de los Muertos binational program scheduled for October. b. CALAA Membership MSUC [Pelayo\Cernitz] 6-0 (Arias, Scott absent) to renew the Commission's CALAA membership as an organization not individual memberships. C. Commission Annual Retreat • An annual retreat is scheduled for Thursday, October 20 at 6: 00 p.m. in the Parks & Recreation Conference Room. The Commission agreed to invite the Board members of the Friends of the Arts to attend the workshop. Non-Action - None 4. SUB-COMMITTEE REPORTS - None to report. 5. STAFF REPORT - Felicia Shaw a. Arts & Humanities Month Activities - Ms. Shaw reported the kick-off for Arts & Humanities Month was canceled. The MOSAIC calendar will be expanded this issue. Chula Vista Cable has offered to donate a 20 second TV- spot covering the events of the Arts & Humanities Month. b. Design Review Process - Nothing to report. C. Work Plan - Ms. Shaw will be submitting a work schedule of her time. t l J t Cultural Arts Commission 4 September 13, 1994 Meetings Minutes 6. COMMUNICATIONS a. Oral Communications - Gerry Sablan, representing the Christian Community Theatre and Christian Youth Theatre, presented the organization's history and purpose. The CCT is the largest community theatre with productions as a non- profit, educational organization which produces musicals and plays. The organization serves many members of the South Bay, however, they are seeking a facility to hold local events. Staff offered to meet with Mr. Sablan and discuss a joint venture with the City. b. written Communications - None C. Commissioners' Remarks - Larry Dumlao's memorial service will be held on Saturday, September 17 at 3:00 p.m. at his Brown Field Art Galley. Donations made by the Commission will be given to the Institute of Arts in Education.
