MINUTES OF THE
REGULAR MEETING OF THE
CULTURAL ARTS COMMISSION
Tuesday, 5: 00 p.m. Parks & Recreation Conference Room

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Scott, Commissioners Castillo, Pelayo,
Virchis, and Wheeland
MEMBERS ABSENT: Commissioners Cernitz, McAllister and Souval
STAFF PRESENT: Staff Liaison Gates and Shaw
1. APPROVAL OF MINUTES
MSUC [Wheeland/Scott] 5-0 to approve the minutes of September
13, 1994 with one correction. On Page 4, 6.c. Commissioners'
Remarks, donations were made by the Commissioners, not the
Commission, on behalf of Larry Dumlao to the Institute of Arts
in Education.
Chair Scott introduced and welcomed the newly appointed
Commissioner Bill Virchis. Mr. Virchis gave a brief history
of his background and looked forward to his contribution to
the Commission.
2. UNFINISHED BUSINESS
Action
a. Eastlake Performing Arts Center
The terms of a joint use agreement for the use of the
Eastlake Performing Arts Center are being prepared by
Parks & Recreation staff and the City Attorney's office.
A report will be presented at the next Commission's
meeting for review and recommendations.

Non-Action
a. Dia de los Muertos Activity
Commissioner Pelayo thanked the Commission for their
support and contributing funds. The first workshop was
successfully held October 8. The next Cultural Exchange
Workshop is scheduled for October 22 at the Chula Vista
Community Youth Center.
b. Commission Annual Retreat
The Annual Retreat is scheduled for Thursday, October 20
at 6: 00 p.m. in the Parks & Recreation Conference Room.
Attendance is strongly encouraged. Friends of the Arts
were invited to attend the Workshop.
A facilitator may be appointed to conduct the Workshop,
however if not, Ms. Shaw will lead the Workshop. A
reminder notice will be sent to the Commissioners.
3. NEW BUSINESS '
• Action
a. Festival T-Shirts
There are still 1994 Festival of the Sun T-shirts
remaining. Commissioner Virchis offered to have a table
available to display the T-shirts during the next play
beginning November 9 at Southwestern College. The 45 T-
shirts will be on sale for $5.00 each.
Non-Action
a. Sub-Committee Reports -
The MOSAIC Calendar was discussed. The task of preparing
the quarterly calendar has been entirely completed by Ms.
Shaw. In the future, Ms. Shaw will basically be
available to assist rather than take the lead. Ms. Shaw
will gather most of the information which would be turned
over for formatting and return back to Ms. Shaw for
editing.
b. Friends of the Arts
• Bill Cox was introduced as the liaison of the Friends of
the Arts. Mr. Cox will be attending the Commission's
future meetings.

C. Relations with Southwestern College
Commissioner Pelayo was pleased to announce the
Commission now has a representative from Southwestern
College, Mr. Virchis, serving as a Commissioner.
4. STAFF REPORT - Felicia Shaw
a. Work Plan - Ms. Shaw distributed a status report of her
long-range work plan to the Commission. These tasks will
be discussed at the retreat.
b. Cultural Arts Directory - New Edition
An announcement will be included in the next edition of
the MOSIAC Calendar requesting updated information for a
new publication of the Arts Directory. Consideration of
a Sub-Committee should be formed to take the lead on
following through the completion of a new directory.
C. Festival of the Sun - 1995
The 1995 Festival of the Sun has been scheduled for May
20, 1995.
d. Grants and Fund Raising
Ms. Shaw has included in her Work Plan which grants will
be considered for 1995. Ms. Shaw asked the Commission to
also think about which grant applications they would like
included. This item will be discussed at the Workshop.
e. Design Review Process - Nothing to report.
There is Cultural Arts Commission letterhead stationery
available for future correspondence.
Ms. Shaw read an appreciation letter from Institute of Arts in
Education Fund for the contributions that were made on behalf
of Larry Dumlao.

C. Commissioners' Remarks -
Chair Scott read a letter of resignation from
Commissioner Oscar Arias. The letter will be forwarded
to the City Clerk's office to proceed with posting a
vacancy notice.
Meeting adjourned at 6:00 p.m. to the next regularly scheduled
meeting of November 8, 1994 at 5:00 p%m.
