CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Scott, Commissioners Cernitz,
McAllister, Pelayo, Souval, Walker and
Wheeland
MEMBERS ABSENT: Commissioner Virchis
STAFF PRESENT: Staff Liaison Gates, Shaw and McMartin
1. APPROVAL OF MINUTES
MSC [Wheeland/Souval] 5-0 to approve the minutes of January
10, 1995.
Chair Scott introduced and welcomed the newly appointed
Commissioner Amira Walker. Ms. Walker gave a brief history of
her background and looked forward to her contribution to the
Commission.
2. UNFINISHED BUSINESS
Action
a. Eastlake Performing Arts Center
The joint agreement for the use of the Eastlake
Performing Arts Center is on hold due to a change in the
High School District administration.
Non-Action
a. NALAA Conference - The annual conference will be held
June 10-13 , 1995 in San Jose. The Commission agreed to
send Commissioners McAllister and Souval.

b. Cultural Arts Directory - A brainstorming meeting was
held January 19, 1995. This item has been tabled for
discussion at the next Commission retreat.
C. Advocacy for Cultural Arts Coordinator - A brainstorming
meeting was held February 9. The Advocacy Sub-Committee
distributed detailed justification to the Commission to
support a full-time Cultural Arts Coordinator. The
Commission planned to present their request to the
Council at their 6: 00 p.m. meeting.
3. NEW BUSINESS
Action
a. Approval of FY 1995-96 Commission Budget
MSC [Cernitz/McAllister] 7-0 to accept the proposed 1995-
96 budget with the addition of a supplemental budget
request for a Commissioner to the attend the annual NALAA
Conference in 1996.
A Budget Sub-Committee was formed to identify and
0 determine any additional budget requests for the Fiscal
Year 1995-96. A meeting is scheduled for February 28,
1995 at 6:00 p.m. in the Parks & Recreation Conference
Room.
Non-Action - None
4. Sub-Committee Reports
Music Festival - The Music Festival competition will be held
May 20, 1995 at the Chula Vista Women's Club. The Sub-
committee is continuing to meet regularly on Sunday afternoons
at the Dockside Deli. Everyone is invited.
McCandliss Sub-Committee - The 2nd Annual Gayle McCandliss
Arts Awards will be presented at the Annual Beautification
Awards Banquet in the Spring of 1995. Nomination applications
were mailed. The deadline for submittal of nominations is
March 25, 1995.
Library Sub-Committee - Final selection of the artist and
mural design for the new Library has been completed by the
Architect. Library Director Palmer sent a letter thanking the
Commission for allowing the appointment of two Commissioners
to serve on the Murals Sub-Committee. The two Commissioners
who served were Lee Wheeland and Dency Souval.

MOSAIC Calendar - The February/March issue of the MOSAIC
Calendar was mailed.
5. STAFF REPORT - Felicia Shaw
a. Cultural Arts Festival - The Commissioners received
copies of the Festival proposal. The major component of
this year's Festival is collaboration with the school
districts. The theme will focus around a heritage theme.
A brainstorming meeting was held. The Festival of the
Sun is scheduled for May 20, 1995.
A Sub-Committee was formed to discuss ideas for the
Commission's participation in the Festival.

Meeting adjourned at 6:20 p.m. to the next regularly scheduled
meeting of March 14 at 5: 00 p.m.
