CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Scott, Commissioners Cernitz,
McAllister, Pelayo, Walker and Wheeland
MEMBERS ABSENT: Commissioners Souval and Virchis
STAFF PRESENT: Staff Liaison Gates, McMartin, and Shaw
1. APPROVAL OF MINUTES
MSC [McAllister/Wheeland] 5-0 (Pelayo was not present yet) to
approve the minutes of March 14 , 1995.
• 2 . UNFINISHED BUSINESS
Action
a. Eastlake Performing Arts Center - Nothing to report.
b. Cultural Arts Festival - The report to Council has not
been finalized. The Commission will receive a copy of
the report prior to the City Council meeting.
MSC [Cernitz/McAllister] 5-0 (Pelayo was not present yet)
to have the Council agenda statement include the Friends
of the Arts, community partners, acknowledging the
Festival.
Non-Action
a. Advocacy/Budget Supplementals - A draft outline has been
prepared supporting a full-time Cultural Arts Coordinator
position. The Council will review the report during the
budget hearings in May or June.
b. Retreat - April 29
The Commission was reminded of their annual retreat
scheduled for Saturday, April 29, 9 : 00 a.m. -12 : 00 Noon at
• the Civic Center Library.

3 . NEW BUSINESS
Action - None
Non-Action - None
4. Sub-Committee Reports
McCandliss Sub-Committee - The Beautification Awards Banquet
is scheduled for May 18 . The winners were selected by the
Sub-Committee. The recipients will be notified in advance in
order to receive their award at the Banquet.
MOSAIC Calendar - The April-May 1995 Calendar was finalized
and distributed.
Festival Sub-Committee - The Commissioners were asked to
commit to specific times they would be available to work in
the booth during the Festival.
5. STAFF REPORT -
• The Festival of the Sun 1995 Performance Schedule was
distributed. The schedule lists the three stages including
the performers. A copy of an engraving (designed by Luis
Camacho Espinoza, local artist) was also distributed to the
Commissioners. This image will be incorporated into
advertising, t-shirts, etc. Decorative sunflowers are being
assembled by 400 Chula Vista Girls Scouts to fill Memorial
Park for the Festival.
The South Chula Vista Library dedication was a success with
approximately 4 , 000 people present.
6. COMMUNICATIONS
a. Oral Communications - None
b. Written Communications - None
C. Commissioners' Remarks -
The San Diego Repertory Theatre is sponsoring a three
year program entailing oral stories of southern
California. If there is any interest, please contact the
Theatre.
1995-96 Cultural Arts Commission Chair and Vice-Chair
• elections will be on the May agenda. The Commission was
asked to be prepared to nominate new officers.

Meetings Minutes
At the last meeting of the Friends of the Arts discussion
began addressing a cultural center. The needs of the
community, needs of the artists, space, support, and
possible income were discussed. The next meeting's topic
will deal with how the center could support itself.
Meeting adjourned at 6: 35 p.m. to the next regularly scheduled
meeting of May 9, 1995 at 5: 00 p.m.
