CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Vice Chair Pelayo, Commissioners Greeno,
Salgado, Scott, Virchis and Wheeland
MEMBERS ABSENT: Commissioner Cernitz, McAllister and Souval
STAFF PRESENT: Staff Liaisons Gates, McMartin and Todd
1. APPROVAL OF MINUTES - MSC (Virchis/Wheeland) 5-0 to approve
minutes of February 13, 1996.
2. UNFINISHED BUSINESS
Action
a. MCA Performing Arts Fund - The Commission agreed to
form a sub-Committee to better define the role of the
City appointed Advisory Board and the future MCA
Performing Arts Fund. Commissioner Virchis will Chair
this newly formed Sub-Committee.
b. FY 96-97 Budget - Commission Supplementals - Staff will
determine the 10% cuts of the Commission's 1996-97
budget. A new City policy allows flexibility in using
funds within the account balances.
Mr. Gates suggested the Commission work with the Budget
Manager if there are any supplemental budget requests
for 1996-97.
C. McCandliss Awards Budget - The fund balance in the
Gayle McCandliss Trust Fund has enough funds available
for the 1996 McCandliss Awards. The guidelines only
allow the interest earned be used in this fund. The
Commission suggested the Sub-Committee consider cutting
the cash awards in future years.

Non-Action
a. Involvement at Chula Vista Expo - The 1996 Expo is
scheduled for April 13, 1996 10 a.m. to 4 p.m. at
Marina View Park. The Commission agreed to host a
booth at the Expo. The Commissioners need to contact
Mr. Pelayo with their availability.
3. NEW BUSINESS
ACTION -
a. March for Murals - Caltrans is proposing to retrofit
the San Diego-Coronado Bridge. The public is concerned
with destroying the murals on the pillars.
MSC (Virchis/Wheeland) 6-0 to draft a letter to Council
requesting their endorsement to Caltrans to
respectfully and delicately handle the issue of
preserving the murals. Staff offered to help the
Commission prepare the Commission's request.
b. Fiestas Patrias Special Event - This item was tabled
until the April meeting.
C. Friends of the Arts Funding Request - At the March 6,
1996 City Council meeting, $200 was allocated to the
Friends of the Arts for the Dance Event.
At the February Cultural Arts Commission meeting, the
Commission suggested the Friends return to the
Commission for funding if they did not receive
financial support from the Council. Based on the
Council action to fund the Dance Concert, the Cultural
Arts Commission will endorse and support the Dance
Event without any monetary support.
NON-ACTION -
a. Proposed Use of Ruth Chapman Performing Arts Center -
Mr. Gates reported staff will be meeting with Keith
Davis, Performing Arts Center Manager, to review the
calendar of events and reserve future dates. If the
Commission would like to include any requests, please
let staff know.
4. Sub-Committee Reports -
The 4th Annual Classical Music Competition Festival is
• scheduled for Saturday, May 18 at the Chula Vista Woman's
Club.
