CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Pelayo, Commissioners McAllister,
Russell, Salgado, Virchis and Wheeland
MEMBERS ABSENT: Commissioners Scott, Souval
STAFF PRESENT: Staff Liaisons Gates, McMartin and Todd
1 . APPROVAL OF MINUTES - MSC (McAllister/Virchis) 5-0 to
approve minutes of November 11, 1996 .
2 . UNFINISHED BUSINESS
Action
a. Commission Goals & Objectives - "Retreat"
MSC (Russell/McAllister) 6-0 to schedule a Retreat on
Saturday, February 8, 1997, 9 : 00 a.m. -12 : 00 Noon at the
Civic Center Library, Conference Room #1. The topics
for discussion will be :
9 : 00-10 : 00 a.m. Prioritize and establish goals and
objectives
10 : 00-12 : 00 Noon Develop Public Art Policy
b. Involvement in EXPO 197 - The Expo 97 is scheduled for
April 12 , 1997 . Cultural Art Coordinator Todd brought
the Commission up-to-date on the schedule of events
including a Silent Auction. MSC (Virchis\Wheeland) 6-0
to support the Commission' s role and entire support in
connection with EXPO 197 .

Non-Action
a. Port Art Project
Chair Pelayo introduced and welcomed Jeri Vanderpool,
Representative, Port District Art Committee. The
Committee consists of seven members, one representative
from each of the Port cities and two members at large.
The first meeting was held October 1, 1996 . The newly
remodelled airport will have 17 sites in which art will
be displayed. The Committee has a $2 .2 million budget
to determine which artwork will be selected. 557
pieces of art were submitted. The Committee reported
to the Port District Commissioners on November 26, 1996
with their 17 selections.
The Commission reviewed the videotape of the December
17, 1996 Council meeting. The item discussed was the
staff and Cultural Arts Commission' s recommendation of
the Bayfront Arts Project to the San Diego Unified Port
District .
The Sub-Committee was disappointed with the procedure
used once their selection of an art piece was
recommended. After discussion, the Commission agreed a
formal Public Art Policy should exist for future art
projects .
3 . NEW BUSINESS
ACTION - None
NON-ACTION - None
4 . SUB-COMMITTEE REPORTS - None
5 . STAFF REPORT - The letter of intent sent to the California
Arts Council for a State-Local Partnership Grant for funding
of the Cultural Arts Coordinator position to a full-time
status was denied.
The budget preparation for the 1997-98 is currently being
prepared. The Commission was encouraged to submit their
requests . Staff offered to work with the Commission.
Ms . McMartin reported Friends of the Arts may be dissolving.
The Commission was asked for any suggestions and
recommendations to utilize the Friends remaining funds .
This item will be on the Commission' s February agenda. The
Friends next meeting is scheduled for January 15, 1997 at
6 : 00 p.m. on the City' s Parks & Recreation Conference Room.

Meeting Minutes
The Public Library is forming an Art Exhibition Selection
Committee. The Committee will consist of a member of the
community, the Cultural Arts Coordinator, a Cultural Arts
Commissioner, and the Library Director. This item will be
placed on the February agenda as New Business-Action item.
6 . COMMUNICATIONS
a. Oral Communications - None
b. Written Communications - None
C. Commissioners' Remarks - The Southwestern College
production of "Tommy" has been invited to perform in
Utah. A benefit performance is scheduled on February 7
and February 8 at Southwestern College. Tickets are
$10 . 00 .
Meeting adjourned at 7 : 05 p.m. to the scheduled workshop on
February 8 1997 at 9 : 00 a.m.
