HomeMy WebLinkAbout1998-01-13 CAC MINS • MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5 : 00 p.m. Conference Room ##1 January 13 , 1998 Civic Center Library CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair Virchis, Commissioners McAllister, Curd, Flach, Russell and Wheeland MEMBERS ABSENT: None STAFF PRESENT: Staff Liaison Gates and Todd 1. Approval of Minutes - MSC (Wheeland/McAllister) 6-0 to approve the minutes of August 12 , 1997 . 2 . Unfinished Business - Action a. Results of September Retreat - The policy for Public Art/Art in Public Spaces Program Guidelines was distributed to the Commissioners . The Commissioners reviewed the policy and made minor changes. MSC (McAllister/Wheeland) 6-0 to approve the policy with the corrections. The Commissioners requested to review the final copy of the policy prior to any distribution. 3 . New Business Action a) Subcommittee Projects/Chairs Music Competition - Sub-Committee Chair Russell reported the next meeting is scheduled for January 26 . McCandliss Art Award - Ex-Commissioner Souval served as the Sub-Committee Chair. Commissioner Flach accepted to serve as the new Sub-Committee Chair. MSC (Wheeland/McAllister) 6-0 to appoint Sub-Committee Chairs as follows : Public Art - Commissioner McAllister Education - Vice Chair Wheeland McCandliss Art Award - Commissioner Flach Special Events - Chair Virchis • Cultural Arts Commission 2 January 13 , 1998 Meeting Minutes b) Community Development Block Grant Process - Judy Foland, Community Development Department, presented the 1998-99 Community Development Block Grant Program. On November 25, 1997, the City Council approved the 1998- 99 Community Development Block Grant Priorities, Policies and Procedures for reviewing funding requests under the Public Service category on the CDBG budget . The process includes forming an Ad-Hoc Committee to review proposals for the organizations and groups applying for social service funding. The funding guidelines were distributed to the Commissioners which include the Program objectives and procedures. Each year the City receives increasing numbers of applications for service projects from non-profit service agencies . The purpose of the presentation was to request the Cultural Arts Commission to consider: 1) The Commission' s interest in participating in the Block Grant Program. • 2) Appoint two Cultural Arts Commissioners to serve on the 1998-99 Block Grant Program. MSC (Wheeland/Curd) 6-0 to appoint and empower Commissioners Flach and McAllister to represent the Cultural Arts Commission on the 1998-99 Block Grant Program. Non-Action - a. Public Art Policy - Discussion and action was taken under Unfinished Business, Action Item, Results of September Retreat . b. City Council Presentations - The Commissioners were requested to be prepared to discuss and plan their availability to attend City Council meetings . C . Commission Involvement with Design Review Process - The Commission received a request from the Design Review Coordinator to consider the Cultural Arts Commission' s involvement in reviewing proposals for fine arts projects . After discussion, Commissioner Flach will serve as the Commission' s liaison. 4 . STAFF REPORT - The kick-off meeting for the Chula Vista Expo • is scheduled for January 20, 1998 at 4 : 00 p.m. in the Council Conference Room. The Commissioners were invited to attend. Written Communications - Letter from Friends of the Arts The Cultural Arts Commissioners received a letter from the Friends of the Arts requesting the Commission' s support . The Friends of the Arts are seeking a City Council resolution recognizing the Friends of the Arts as a Local Arts Agency. The City Council action will position the Friends of the Arts to receive state and federal grant funds . The Commission agreed to prepare and send a letter to the Friends of the Arts President Jess Valenzuela addressing the issue of conflict serving both the Friends of the Arts and also overseeing the functions of the Cultural Arts Commission. A second letter will be prepared and sent to the Council : a) Clarify and declare the Cultural Arts Commission be • solely designated as the City' s Art Agency. b) Clearly oppose the Friends of the Arts request to be recognized by the Council as the City' s Local Arts Agency. Once these letters are prepared, the Commissioners will be contacted by a phone poll or fax. C. Commissioner' s Remarks - The Commission discussed the possibility of the regular Cultural Arts Commission meetings be rescheduled to a different time each month. Staff will check with the City Clerk' s office for the proper procedure to consider any changes . Commissioner Russell distributed a Concert Flyer announcing the Kronos Quartet will appear on February 10, 1998 at Mayan Hall, Southwestern College. The newly appointed Commissioner Brent Curd was introduced- and welcomed. Mr. Curd gave a brief background on his involvement and interests. • 6 .
