CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Virchis, Commissioners McAllister,
Curd, Erhardt, Flach, Gore and Russell
MEMBERS ABSENT: Commissioner Wheeland
STAFF PRESENT: Staff Liaison Gates, McMartin, and Todd and
Valenzuela
1. APPROVAL OF MINUTES - MSC (Curd/Gore) 7-0 to approve the
minutes of March 10, 1998 .
2 . UNFINISHED BUSINESS -
Action
a. Public Art Policy - The final revisions are being made.
The Commission requested a copy of the most recent
version. This item will be on next month' s agenda.
3 . NEW BUSINESS -
Action - The Commission discussed their involvement with the
Universal AmphiTheater. The Amphitheater is scheduled to
open tentatively near the end of July. The Agreement that
the City entered into with the AmphiTheater includes 14 days
of community use. This item will be on next month' s agenda.
Non-Action - None
4 . SUBCOMMITTEE REPORTS -
Gayle McCandliss Awards - The deadline for the 1998
nomination applications has closed. Letters will be sent to
the participants selected. The Awards will be given at the
Annual Beautification Awards Banquet. The date has not been
set .

Meeting Minutes
Music Competition - A copy of the advertisement poster was
presented to the Commission. The event is scheduled for May
16-17, 1998 . Volunteers are needed.
5 . STAFF REPORT -
a. EXPO 198 - The event was successfully completed (no
rain) . A critique follow-up meeting is scheduled.
There were 78 booths . The silent auction raised $850 .
6 . COMMUNICATIONS
a. Oral Communications - None
b. Written Communications -
Letter from Jess Valenzuela, Director of Parks & Rec
The roles of serving as the Parks & Recreation Director
and President of the Friends of the Arts were
explained. The Director conveyed the goals of the
Cultural Arts Commission and Friends of the Arts should
be one unified group to promote the Arts in Chula
Vista. In order for the ability to share information
between the two groups, a representative of the Friends
of the Arts will be in attendance at future Cultural
Arts Commission meetings.
The Commission formed the Friends of the Arts in 1990
as a separate entity to receive a non-profit status .
The Friends of the Arts have approximately 104 members .
The explanation of no conflict between the City and the
Friends of the Arts receiving the same designation and
being recognized as an Local Arts Agency was clarified.
There are many categorical grants available at the
State level. Non-profit organizations compete for
different sources of monies that would not otherwise be
available to cities/governmental entities .
Letter from Barry Russell, Dean of Fine Arts, Humanities and
Communications, Southwestern College
The Commission received a letter, dated March 26, 1998,
addressed to Mr. Valenzuela, Parks & Recreation
Director. The March 18 performance of OUR TOWN at
Southwestern College was targeted as a benefit for
local charitable organizations . A check for $211 was
received as income for the Gayle McCandliss Foundation.

Letter from Kelly Fialho, Program Coordinator, Vista Square
Elementary School
The Deaf and Hard of Hearing students at Vista Square
Elementary School were requesting donations to attend
an Arts Festival held in Chicago, April 24-27 . MSC
(McAllister/Curd) 6-0 to direct staff to prepare a
response and forward the letter to the City Council
supporting the worthy cause and explain the Commission
does not have the means to donate funds .
C . Commissioner' s Remarks -
A suggestion was made to present the video of the EXPO
98 at a Council meeting.
A reminder to the Commission of the future meeting
dates has been changed. The next meeting will be held
Monday, May 11, 1998 .
7 . ADJOURNMENT - The meeting adjourned at 6 :25 p.m. to the
regular scheduled meeting on Monday, May 11, 1998 at 5 : 00
p.m.
