1. Call to Order/Roll Call
Meeting called to order by Chairman Redo at 5:35 pm.
COMMISSIONERS PRESENT: Chris Redo, Bob McGlade, Fran Cornell, Al Gore,
Kerry Knowlton, Gerald LaRussa, Smith, Todd
Voorhees, Walter Tubbs
COMMISSIONERS ABSENT: None
CITY STAFF PRESENT: Ric Todd, Roderick Reinhart, Patricia Spalding
OTHERS PRESENT: Andrew Friedenberg, Jack Blakely
2. Approval of Consent Agenda
a. Minutes of the March 8, 2004 meeting were approved.
3. Introductions
b. Andrew Friedenberg, Director of Cinema Society of San Diego invited by
Commissioner Gore to discuss the possibility of establishing a cinema
society in the South Bay area. The discussion revolved around how Andy
started the San Diego Cinema and what it takes to get started. Highlights
and/or questions were:
i. Need a minimum of 100 memberships to get started.
ii. Membership cost is $320.00 per year, which covers labor,
acquiring films, theater rental, and shipping.
iii. A cinema society is typically attracts well-to-do people who are
too busy to go to the movies.
iv. Society is exclusive to members only, which includes a film
showing, screening and discussion with a film critic.
v. A subset of the CAC will meet for further discussion on this topic
c. Jack Blakely, Executive Director of CV Downtown Business Association,
was invited by Commissioner LaRussa to discuss the possibility of live
performances in Chula Vista/South Bay Area. He has geographic
limitations within the downtown area due to funding sources. Mr. Blakely
does not have experience in setting up venues, but he would be interested
in sitting on a committee as a citizen, not as the executive director of
DBA.

• 4. Staff Updates
a. Taste of the Arts — parking passes distributed, Commissioner Voorhees
will be out of town and unable to attend event. Water will be sold for
$2.00 a bottle, with price adjustment if necessary. Proceeds will go to the
Gayle McCandliss Scholarship Fund. Ric will have water delivered on
Saturday, with CAC supplying containers and ice. Commissioner Smith
will provide seed money for change.
b. Schedule for Sunday, April 18 — switch Diannah's time to early morning
shift
c. Dedication of the "Wind Oars" — the CAC will be seated in reserved
seating in row one for presentation. Commissioners will be introduced
and CAC Chair Redo will cut the ribbon at the ceremony. The Rotary
Group will volunteer at the booth during this time. The responsibilities at
the booth are: provide general information, sell water, oversee survey
later in the day, and oversee other volunteers. The insert from the Star
News will be available for distribution
d. VIP Reception held on April 7, 2004 — Comments: guitarist was
excellent, a great reception, food was superb, Ric has pictures,
Commissioner Smith think there's room for a Silent Auction next year
e. Brochure — will be ready on Friday
f. Wednesday April 14, 2004 - Joint meeting of the CV Cultural Arts
Commission and the Port of San Diego Public Art Committee & Carrier
• Johnson on plans for art opportunities in the CV Diaster Plan for the
Bayfront. This meeting is scheduled for 3:30 p.m. at the Port in Training
Room 1, main floor. We need your atlendance�and input at this meeting.
5. Comments
a. Commissioner Cornell — Who is attending the classical music competition
from the CAC, who will be judging, and since the CAC no longer has a
trust fund, so where does the money go? Per Ric Todd, the CAC does not
have an active role in this event; the CAC is only a main sponsor.
b. Invitations were sent the Commissioners for the CV Police Department
dedication on April 30.
6. Adjournment: The meeting was adjourned at 7:20 p.m. Next meeting is
Monday, May 10, 2004 at the Chula Vista Civic Center Library at 5:30 p.m.
