1. Call to Order/Roll Call
Meeting called to order by Chairman Redo at 5:35 pm.
COMMISSIONERS PRESENT: Chris Redo, Bob McGlade, Fran Cornell, Al Gore,
Kerry Knowlton, Gerald LaRussa, Diannah Smith,
Todd Voorhees, Walter Tubbs
COMMISSIONERS ABSENT: None
CITY STAFF PRESENT: Ric Todd, Roderick Reinhart, Patricia Spalding

2. Approval of Consent Agenda I k' .
a. Approval of May 10, 2004 Meeting Minutes. The minutes of the May 10,
2004 meeting was unanimouslyapproved with no corrections.
3. Introductions
a. Ian Siso, Graphic Designer/Freelance
A letter of recommendation and a stipend was presented to Ian for his work on the
Cultural Arts Commission brochure. A stipend of $500.00 was enclosed with the
letter.
b. Victoria Hamilton, Executive Director, San Diego Commission for Arts and
Culture
c. Visitor — John Chavez
Mr. Chavez is a member of several groups but is attending the meeting as a
private citizen interested in the planning of the Bayfront Plan and he is
concerned that there is very little advocacy for representing the arts,
education, and civic interests. Chairman Redo responded that the CAC will
continue to work closely with the Port District and with City staff to stay
abreast of what is happening with the Bayfront Plan.
4. Staff Updates:
a. Visual & Performing Arts Task Force Grants 2004
Per Staff Representative Ric Todd, the grants are finished. Distribution of
$45, 000 went to City Council and was approved. Not all applicants received
the full amount requested, but all did receive some money.
b. Music in the Park 2004 Summer Schedule
The summer concert series started last Sunday with the first concert of the
season. A supplement insert on Music in the Park was part of the Star News.
5. New Business: Public Art
a. Recent Developments: City of San Diego Public Art Policy — Victoria
Hamilton
Ms. Hamilton is today's guest to answer questions on the process of advocacy
and TOT. She has been the director of the San Diego Commission for Arts
and Culture since 1988. Prior to the position in San Diego, she was the
director in Santa Barbara. Per Ms. Hamilton, for the San Diego Public Art
Master Plan, an outside consultant was hired to work on the project. Her
advice to Chula Vista CAC is to talk to as many stake holders as possible
when formulating your plan, and also find the win/win when talking to such.
Cultural arts in the city of San Diego benefits by receiving one percent of
10.5% TOT. Their commission meets the third Friday at 8:30 am at City Hall
on the 12a' floor. Ms. Hamilton is willing to help Ric and the CAC in any way
she can.
b. Questions and discussion
6. Commissioner's Comments
a. Chairman Redo is forming a task force to examine funding methodologies for
• the arts in Chula Vista. The task force is comprised of himself,
Commissioners Cornell and Voorhees.
b. Staff rep. Ric Todd created notebooks for each commissioner, which consisted
of basic information for the task force. .
c. Commissioner Gore informed the group that issues that were discussed today
are addressed in the General Plan Update.
d. Staff rep. Roderick Reinhart stated that at the budget hearings, council wants
to know what the CAC can do with more money to make the Taste of the Arts
a bigger and better festival.
7. Adjournment: The meeting was adjourned at 6:40 pm. The next Cultural Arts
Meeting is July 12, 2004 at 5:30 pm in the Library Conference Room at the Chula
Vista Civic Center Library.
