Call to Order/Roll Call Chairman Redo called the meeting to order at 5:30 pm. COMMISSIONERS PRESENT: Chris Redo, Bob McGlade, Fran Cornell, Al Gore, Kerry Knowlton, Gerald LaRussa, Todd Voorhees, Walter Tubbs COMMISSIONERS ABSENT: CITY STAFF PRESENT: Diannah Smith Ric Todd, Roderick Reinhart, Patricia Spalding 2. Approval of June 14, 2004 Meeting minutes. The minutes of the June meeting were unanimously approved. 3. Introductions Commissioner Gore's grandson, Joshua. 4. Staff Updates a. Visual & Performing Arts Grants 2004 Grant awards have been mailed to recipients and Ric Todd has received some thank you notes. Commissioner McGlade would like to know who received awards. Ric will email the Commissioners the list. b. Music In The Park 2004 Yesterday's concert was Yavaz. Coming up on Sunday, Eduardo Mendiola, guitarist will be performing. A flyer was distributed. c. Taste of the Arts 2005 TOA 2005 is scheduled for Sunday, May 15 at Bayside Park. The reason for the change is that the City Council would like a later date in hopes of better weather on the coast and for the CAC to stage a much bigger event. Per Ric To two new elements will be added; (1) show choirs performing from various schools and districts, with cash prices and trophies; (2) an area for literacy, and Ric has already found a publisher to act as an anchor. Per Roderick Reinhart, the City Council also wants a subtle change in the name of the TOA. They would like the banners and signage to indicate "Chula Vista's Taste of the Arts". Motion to approved, MSUC d. Public Art Program with the Port — in Round Four e. Beautification Awards, August 19, 2004, San Diego Country Club in Chula Vista, 6:30 pm, tickets available from Mayor's office The McCandliss Awards will not be a part of the dinner this year because of the need for a current high school senior, and by August they would have already graduated. The awards will be moved to the TOA VIP reception in the spring. 5. New Business a. Report of "Arts Funding Task Force" progress and direction At the next CAC meeting, the Task Force will present a proposed policy for the commission to consider (a draft of the policy will be sent prior to themeeting). b. General Plan Update Progress The GPU will go to Council around October/November. It must be passed before the CAC can take any action regarding changes in methods of funding the arts. 6. Commissioner's Comments ■ (Roderick Reinhart) All language pertaining to the arts is still in the current version of the GPU. ■ A policy needs to be developed to establish a day/time for groups that want the CAC to endorse a project, for all parties to come to the CAC at the same time. The CAC must first establish a policy, have it approved, and then publish it to the public. Chairman Redo requests that staff let the CAC know what is the time frame to establish a policy. • (Ric)The website is being updated to include all event applications. No paper applications will be mailed, unless there are special circumstances. ■ Commissioner Al Gore has access to one hundred fifty people to help with TOA 2005. He will forward the name of the organization to Ric Todd. ■ Commissioner Kerry Knowlton is speaking at the Screen Writing Expo in Los Angeles. 7. ADJOURNMENT —The meeting adjourned at 6:10 p.m. The next Cultural Arts Commission meeting is scheduled for Monday, September 13, 2004 at 5:30 p.m. in the Library Administration Conference Room on the Lower Level of the Civic Center Library.
