1. Call to Order/Roll Call
Chairman Redo called the meeting to order at 5:40 pm.

CITY STAFF PRESENT: Roderick Reinhart, Patricia Spalding
2. Approval of August 9, 2004 meeting minutes. The minutes of the August
meeting were unanimously approved. The minutes of the February 9, 2004 were
reviewed and approved with the addition of Mr. Blankfort's first name on page
two.
Roderick Reinhart is conducting today's meeting in Ric Todd's absence. Ric is
attending a Public Art meeting, scheduled for the same time as this meeting.
3. Staff Updates: INFORMATIONAL ITEMS
a. Please mark your calendars for the following events:
• Open night and dinner — "Bonita Melodrama" 6:00 p.m. Held at
Bonita Vista High School at the Ron Bolles Little Theater,
Wednesday Sept. 22, 2004. All Commissioners are invited to
attend. Fran will clarify if the CAC are guests or what the cost
will be. She will email the information to Ric.
• Saturday, Saturday September 25, 2004, `Bonitafest Parade held
on Bonita Road, see Fran. Commission Smith inquired what it
would take for the CAC to be represented in the parade.
Commissioner Cornell will coordinate obtaining/completing the
application if anyone is interested. Those interested in
• participating can meet later to discuss logistics of this event.
• Tuesday, November 9, 2004, National Philanthropy Day,
Luncheon from 1100 am — 1:30 pm at the Marriott Hotel &
Marina, San Diego. Ric Todd will be attending. The cost is
$75.00 per person. Contact Ric if you plan to attend, as he
would like to purchase a table.
• 4. Music In the Park 2004: The season is finished for 2004. Attendance was up this
year. The DBA has approached Ric Todd about expanding the Thursday
afternoon concerts from one month to three months. Bonita Business Association
has also contacted him about concerts at Rohr Park. There are several new parks
being built in the Chula Vista and two include amphitheaters, which would add
more venues to the lineup.
5. Urban Core Revitalization: General Plan Update (GPU) will be finalized in late
October and will likely go to Council in November, followed by specific plans for
specific areas of the City. The first plan will be for the Third Avenue area and is
called the Urban Core Specific Plan. Ric has been invited to be a member of the
committee to make recommendations to this plan. He has the meeting schedule if
commissioners are interested in attending.
6. CV Bay -Front Master Plan (Fran): The Plan is in the second phase.
Commissioner Cornell has been asked by the Port Commission to serve as an
official member of this committee. She will be out of town for the next Bayfront
meeting and requested that someone else from the CAC attend in her place.
Commissioner Voorhees responded in the affirmative.
7. Public Art Committee: Ric Todd would like the committee to be reconstituted.
• — Purpose is to assist in the development of public sites, select artists, art works,
and advise the Cultural Arts Commission about recommendations to Mayor and
Council, the SD Port's Public Art Committee and SD Port Commissioners. A
selection process needs to be developed and terms established. Chairman Redo
requested that staff develop a draft plan for reconstituting the committee.
• Current Membership: Fran Cornell, Bob McGlade, Bill Virchis, Penny &
Dave Rossi and Melanie Cernitz (non-voting). There are openings for two
more members. Ric suggests another business leader and an attorney.
• The Commission needs to reconstitute the committee so they can begin
working and planning in relationship to the CV Bayfront Master Plan time
schedule.
• October is National Arts & Humanities Month- Need thoughts about thanking
our "Sponsors": One suggestion — each sponsor to receive a thank you letter
signed by the Mayor. There are too many recipients to give out certificates at
the Council meeting. Staff is open for suggestions. National Arts and
Humanities proclamations are usually done on the first Tuesday in October,
which will be October 5h this year; please forward suggestions/ideas to Ric or
Roderick before then.
8. New Business
a. Report of "Task Force" plan, scope and organization: The First Draft of the
• Municipal Art Fund Guidelines was distributed (copy attached).
Commissioner Redo, as spokesperson for the committee indicated they looked
at plans from several other cities, including San Francisco, Seattle, and Los
Angeles. The committee developed this draft with excerpts from these cities.
The CAC is asked to read the "Purpose" in addition to reviewing the entire
document for typos, expansion, etc., and emailing your revised document back
• to Chairman Redo. The final draft of the document will eventually be
forwarded to the City Attorney for review, after which public hearings will be
scheduled. Ric Todd will make arrangements for these meetings to include a
wide range of community representatives.
Chairman Redo will be on vacation from October 6-20, and therefore will not
be at the October meeting, but will plan to bring the revised draft document to
the November meeting.
b. Discussion
9. Commissioner's Comments
• This is Patricia Spalding's last meeting. She is transferring to another with
position within the City. The Cultural Arts Commission thanked Patricia for a
good job during her time as commission secretary for the past year.
• Ric and Fran attended the Celebrate Chula Vista event held on September 11,
2004. They saw events and vendors very similar to our TOA activities. The
biggest difference was they did not set aside parking for the handicapped.
• Commissioner LaRussa commented that the Sweetwater Play was excellent.

10. ADJOURMENT — The meeting was adjourned at 6:45 pm. The next Cultural
Arts Commission meeting is October 11, 2004 at 5:30 p.m. in the Library
Conference Room at the Civic Center Library.
