Call to Order/ Roll Call Chair Redo called the meeting to order at 5:3lpm Commissioners Present: Commissioners Absent: Staff Present: Others Present: Redo, Cornell, Knowlton, LaRussa, Tubbs McGlade, Gore, Smith, Voorhees Reinhart, Todd, Long, Giuliano Armando Nunez, Artist 2. Approval of Minutes — A motion was made and seconded (Cornell / Tubbs) to approve the minutes of the December 13, 2004 meeting. Discussion regarding the minutes ensued. Commissioners agreed that the following should be added to this month's minutes: It was noted from Commissioner Cornell that more coordination between the art groups, Port staff and City staff was needed. Motion was carried. 3. Old Business a. Report on Bay Front Development — Commissioner Cornell During the December meeting, there were three areas of focus that encompassed Transportation, Use of the Water, and Open Spaces. Cornell suggested that any or all Cultural Arts Commissioners attend public meetings for the Bay Front Development. She went on to state that she had not been informed of the next meeting date and time but it should be later in the month. b. Report on Urban Core Development — Commissioner Cornell, Staff Todd There is a meeting Wednesday afternoon is to discuss different types of economic development and to take a look at different proposals. c. Public Arts Committee Nominations — Commissioner Redo Nomination forms were handed out to all Commissioners who were asked to distribute them and it was asked to have the form on the website. The committee • will be comprised of 9 members, terms are for 3 years (beginning terms will be staggered), and they do not have to be residents of Chula Vista. Commissioners were informed the Cultural Arts Commission would choose the fmal 8 members of the committee. Y� i4. Committee Reports a. Taste of the arts / McCandliss VIP Reception — Smith Report on hold until February 14`h meeting. b. McCandliss Art Sale — Redo Discussion regarding raising money for the McCandliss Scholarship Fund was held with emphasis to feature artists donating art for a sale. This would help promote artists' work and would be a tax deduction for the artists. 5. Staff Updates a. Chula Vista's Taste of the Arts Festival Cultural Arts staff is to meet with the Marketing Committee Thursday, January 19th. Advertising is on track. Commissioner Knowlton requested a storyboard for a documentary and he was invited to address the Marketing Committee at the January 19th meeting. Armando Nun"ez asked if this meeting was open to the public and he was told yes and he advised he would attend. b. Visual & Performing Arts Task Force - Application The application is on-line and memos have been sent to previous grantees and arts umbrella agencies advising anyone interested in applying of the February 18th deadline. Work is to be performed in Chula Vista and grants are not to exceed C) $2,500.00. c. Arts Master Plan process Request for proposal is out with ads placed in several local and regional newspapers with a January 28th deadline. d. Film Festival — Kerry Ready to go — expecting to have fun. e. Labyrinth Project Further specifications have been received and forwarded to the five City departments affected by the project. f. Public Art Grant Proposal A $45,000 grant proposal for a public art piece for the upcoming Rancho del Rey Library branch has been submitted to the San Diego Women's Foundation. 6. New Business a. McCandliss Award $850.00 has been raised in private contributions - $1,200.00 is to be granted out. It was suggested that the grant not be called a scholarship but an award and Commissioners agreed. Motion was made (Cornell / LaRussa) for 3 Rising Star Awards at $400.00 each for high school seniors that fit the criteria — they be graduating seniors pursuing a career in the arts and a resident of Chula Vista. Motion was carried. Commissioner Knowlton questioned the selection process and was told it would be up to the Nomination Committee comprised of Commissioners Smith, Gore, v • and Knowlton. After a brief discussion, a Motion was made (Cornell / Knowlton) to amend the aforementioned Motion to read the criteria for the award would also include a student's "Statement of Purpose" for their selection. Motion was carried. LaRussa added that school counselors should be added to the list of those to receive nomination forms. 7. Oral Communication Urban Trees Project— Two "Urban Trees" sculptures, "Pleasant Tree" by Jorge Blanco and "Tree of Life" by Louise McDowell are on a 2 -year loan to the City of Chula Vista. "Pleasant Tree" will be on public display at the southwest corner of the Civic Center Library and "Tree of Life" is to be displayed at the southeast side of the Nature Center. Both works are for sale but will remain on display for at least 2 years. Commissioner Cornell asked about Arts license plates and how the Commission could get their name on the list. Govenor appointed a new Board Chair of the State Arts Commission. Commissioners' resumes were discussed. Introduction of Artist Armando Nun"ez was made. 8. ADJOURMENT — The meeting was adjourned by Chair Redo at 6:55pm. The next Cultural Arts Commission meeting will be held at 5:30PM on February 14, 2005 in the Library Conference Room of the Civic Center Library. • Respectively Submitted: 0
