Call to Order/ Roll Call Chair Redo called the meeting to order at 5:37pm Commissioners Present: Commissioners Absent: Staff Present: Others Present: 2. Approval of Minutes Redo, Cornell, Knowlton, LaRussa, Tubbs, Smith, Voorhees McGlade, Gore Reinhart, Giuliano Melody Cernitz, Port San Diego Rep Motion was made (Knowlton/Voorhees) to approve the minutes of the February 14th meeting. Motion was carried. 3. Old Business a. Report on Bay Front Development — Cornell The meeting for the Bay Front Development Committee was held March 10t' in which the first part of economic factors for the development was discussed. Commissioner Cornell distributed an article. b. Report on Urban Core Development — Cornell Commissioner Cornell distributed an article regarding the Urban Core Development and advised that Council approval of the General Plan update had been postponed until July. Discussion took place regarding citizen's comments and how the Bay Front Development and Urban Core Development should work more closely together; height restrictions; type of buildings; and a proposed Events Center. It was noted the next Urban Core Development meeting was to be held on March 16', 6PM, at the Congregational Church, 276 F Street. 4. Committee Reports a. Taste of the Arts / McCandliss VIP Reception — Smith / Cornell Commissioner Smith advised she was ready to purchase items needed for the reception and asked what was budgeted; she was advised that information would be forwarded to her as soon as possible. Pagel of 3 It is estimated that 80 people would be attending the reception, which would begin with the awards portion. Commission was advised that Commissioner Gore had addresses of private schools in the area to mail applications to. The McClandiss Award Subcommittee will meet at the Starbucks on H Street to go over the applications. Reinhart advised he had pianist Bryan Verhoe, to play at the reception and payment for his services would be the responsibility of the Office of Arts & Culture. Invitations to the reception will be printed and mailed by the beginning of April and Commissioner Redo volunteered to purchase the wine. It was requested that the purchase price of cloth table coverings be investigated as a way to possibly save money. b. Public Art Subcommittee Nomination Report and Recommendation (action) - Redo / Voorhees Commissioners were advised that nominations for the Public Art Subcommittee (PASC) were taken until noon on February 25th and the names of eight individuals selected by the Nomination Committee, Redo and Voorhees, were distributed. Motion was made (LaRussa/Knowlton) to accept the Public Art Subcommittee's selection as distributed (roster attached). Call for discussion was made in which it was noted that Commissioner Redo would be the ninth member and chairman of the PASC and terms would be three years on a staggered basis. Call for a vote was made and Motion was carried. 5. Staff Updates a. Chula Vista's Taste of the Arts Festival - Artists/Vendor/Marketing Twenty-six featured artists out of thirty have confirmed their attendance. Food vendors are slow in coming, which is thought to be from stringent insurance and health requirements. Commissiolier Cornell advised she would supply staff with a list of the vendors that participated in the Taste of Bonita Festival. Staff advised that monies for enhanced marketing efforts had been allocated by City Council and would be spent on advertising in Westways, Night & Day and the Star News, flyers, and posters. b. Visual & Performing Arts Task Force - Application Twenty applications for grants were received. The Performing and Visual ArtsTask Force will hold a meeting to review the applications and will forward their recommendations to City Council. There is $36,000.00 available and one of the criteria is that, although the art groups do not have to be from Chula Vista, the art activity has to take place in Chula Vista. c. Arts Master Plan Process - Consultant Selection Selection of the Arts Master Plan Consultant has been made, however cannot be disclosed at this time due to contract negotiations taking place. Selection will be sent to the City Council on April 19`h and it was asked that Commissioners attend the meeting for support. Page 2 of 3 s e d. Loaned Public Art Pieces — Tree of Live / Pleasant Tree Contracts from the artists of the two loaned pieces of art have been received and it was noted that there is no City policy for the installation of loaned pieces of art on City property. It was agreed that this would be one of the first charges of the Public Art Subcommittee, which would be meeting on Wednesday March 23, at 5:30pm in Conference Room 3 of the Public Service Building. The policy the PASC recommends will be presented at a Special Meeting of the Cultural Arts Commission, to be held Thursday, March 24, in the Library Admin Conference Room at 5:30pm. If endorsement of the policy is made, it is hoped that the policy will placed on a report to City Council on April 19th. If the report is accepted, installation of the two loaned pieces of public art can be undertaken. Commissioners were again requested to attend the April 19`h City Council Meeting. e. McCandliss Art Sale Dell Harper is the first artist to donate a piece, Shore Bird Carving. Commission asked if any Gallery owners could help. f. Proposed Port Banner Project Commissioners were advised that there would be $18,500.00 available next fiscal year from the San Diego Port Commission, which staff hoped would fund a Banner project. A call to artists to design banners would be made and finished banners would be displayed at the bay front. Staff advised this would be another PASC project. • 6. New Business a. Proposed Temporary Public Art Installation Program (action item) - Redo A motion charging the PASC to create a temporary Public Art Installation Program was made (Cornell/Voorhees). Call for discussion was made. Motion was carried. 7. Oral Communications Melody Cernitz asked to address the Commission. She advised that the second Urban Tree exhibition had been dedicated on March 13u'. She went on to discuss other cities' funding and what they might/would be doing with it. Redo reiterated the next meeting of the CAC would be April I Vh and the City Council meeting would be April 19a'. Knowlton advised the film festival was doing well. 8. Adjournment Adjournment was made at 6:45PM. The next Cultural Arts Commission meeting will be held at 5:30pm on April 11, 2005 in the Library Conference Room of the Civic Center Library.
