2. Approval of Minutes

Motion was madelseconded (Comell/Knowlton) to approve the minutes of the October
10, 2005 meeting. Motion was carried.
3. Old Business
a. Updates on Bay Front Development & Urban Core Development plans — Cornell
Commissioner Cornell referied to a recent newspaper article on Gaylord
Entertainment project ori the Bayfront. Ground -breaking is expected to be in 2007
with hotel opening in 20 10. Regarding the Urban Core Development plans, the
General Plan Update is scheduled to go to a Council vote and may be taking place at
a meeting scheduled for December 15, 2005.
4. Committee Reports
a. Public Art Sub -Committee — Port Banner Project — Redo/Todd
A meeting is scheduled on Saturday, November 19 to review submitted designs for the
Port Banner Project. There were forty-eight submissions. To meet the requirements of
the Port, twenty-two will be selected and there will be five alternatives. Each selected
artist will receive a $400 stipend.
5. New Business
a. Presentation of proposed design for Will T. Hyde Memorial — Pat Aguilar,
Crossroads II
Pat Aguilar discussed the proposed design and location of the Will T. Hyde
Memorial. Commissioner Cornell was concerned with its size and the possibilities of
attracting acts of vandalism. The costs, budget, and time of completion were also
discussed.

Commissioner Redo requested a motion to endorse the project design. Commissioner
• Cornell and Bolles moved/seconded to endorse. Motion carried unanimously.
b. Appointment of McCandliss Award Committee - Redo
Commissioner Redo appointed Commissioners Knowlton, Vinson, and Voorhees to
the committee. The Awards will be presented during a Council meeting and awardees
will be additionally recognized at the Taste of the VIP reception. Award nomination
packets have been mailed out to high schools. They will also be mailed to private
schools in the near future. Commissioner Bolles suggested that follow up letters be
mailed out after January 2 d
c. Arts Master Plan Process - Smith
Commissioner Smith asked to discuss at next meeting. Staff member Reinhart had a
few updates: the Citizen's Advisory Committee has seen a draft of the Arts Master
Plan and there were many suggestions for changes. It will be formally presented to
Council and the Cultural Arts Commission in a joint session on January 24, 2006.
d. Unexcused Absences — Redo
Discussed the policy for unexcused absences. The process is to have the Chair draft a
letter requesting removal of a commissioner for excess unexcused absences, and it is
then sent to the Mayor and City Clerk. A commissioner is allowed up to three
unexcused absences per year. Commissioner Redo advised commissioners to call or
• e-mail Marylyn if unable to attend a meeting and an excused absence would be noted.
Commissioner Redo advised that the commissioners adhere to this methodology in
the future.
6. Staff Updates
a. Taste of the Arts
An update of contracts and activities was reviewed. Commissioner Redo noted
that the VIP Reception would be held on May 11, 2006 at the Eastlake Woods
Clubhouse. Staff member Reinhart mentioned that the approach this year is
"earlier and stronger." Several sponsors already confirmed: Wells Fargo
($6,000), SDG&E ($2,500), Toyota Chula Vista ($2,000) Community Health
Group ($1,000) and San Diego County ($3,000). There has been a good early
response on sponsorship packets. The artist and vendor application packets have
already been designed and will be mailed out in the near future.
b. Performing and Visual Arts Task Force
The Performing and Visual Arts Grant Application form has been updated and the
process will begin in December. It should be completed no later than April 2006.
The deadline for applications will be January 20, 2006.
7. Oral Communications
Commissioner Cornell mentioned that she was in contact with Jim Lydon, a local
actor/director/producer and he has made available, to anyone who is interested, films that

can be used in film festivals as well as personal appearances to discuss the aspects of his
career. Commissioner Redo suggested that an evening with Jim could be a possible
fundraiser for the McCandliss Awards
Commissioner Redo mentioned that he was in contact with Al Gore who has a friend that
has a gallery and has photographs from a personal photographer of Fidel Castro. Spoke
to David Palmer and Ric Todd and there is no City space currently available.
Commissioner Voorhees noted California Arts Day on October 7 and presented a San
Diego County Proclamation to staff member Todd.
Staff member Reinhart passed out "Areas of Interest" surveys that will be used to create a
matrix of each commissioner's area of expertise/interest.
Commissioner Cornell has,requested a printed listing"of art groups within the city with
contact information.
Adjournment was made at 6:48 pm. The next Cultural Arts Commission meeting will be
held at 5:30pm on Monday, December 12, 2005 in the Library Conference Room of the
Civic Center Library.
