MINUTES OF
CULTURAL ARTS COMMISSION
Monday, January 9, 2006 Library Conf. Room

1. Call to Order/ Roll Call

2. Approval of Minutes

Motion was made/seconded (Cornell/Redo) to approve the minutes of the November 28,
2005 meeting, as amended. Motion was carried.
3. Committee Reports
a. Port Banner Project - Todd
The twenty-two artists and five alternates have, been notified that they have been selected.
The original works will be displayed for 2-3 months and then a digitally reproduced set
will be on display. There will be one attribution banner; the series will be set up with
eleven art banners, an attribution banner, and then the remaining eleven art banners. The
language on the contract between the City and the Port is under review. Hopefully the
review will be completed in the near future. Commission Redo requests that the results
for the review be e-mailed to all commissioners.
b. General Plan/IJrban Core Development Update - Cornell
The General Plan was adopted as of December' 8, 2005. Spoke with Ed Batchelder to
find out if there is going to be any public workshops held to keep the public informed.
No information on the next Urban Core Development Update meeting. Staff member
Reinhart mentioned that it is one of the City's top priorities.
c. McCandliss Awards — Todd
The student award information has been circulated. Need to set a date for a meeting with
the commissioners involved with the task of setting up the details for the reception. The
awardees will be honored at the VIP reception on May 11, 2006.

4. Old Business
a. Starlight Yule Parade - Vinson
The parade went great and very smoothly. For the next one, it would be a good idea to
find out when they will have a sign up list so that the Commission can get on it early and
be earlier in the parade line up. The Commission was near the end because of a late sign
up.
5. New Business
a. VIP Reception - Knowlton
The committee is involved with setting up entertainment, catering, decorations, ordering
tables, etc. The staff is responsible for creating and sending out invitations, making
nametags and preparing remarks for Council.
b. Literary Award - Reinhart
It was brought to our attention from a constituent contacting the Mayor a year ago that we
don't adequately address the literary arts. The Library Director has decided that a literary
award will be added to the McCandliss Awards. The award will be an adult award and a
librarian, a member of the Library Board, and a member of the Cultural Arts Commission
should participate in the selection ofthis award as part of the McCandliss process. JoAnn
Jonas, Civic Center librarian, has volunteered to be part of the selection process.

Staff Updates
a. Literary Award — Reinhart
Discussed under New Business.
b. Taste of the Arts - Todd
Staff member Todd reviewed the summary: there are twenty-two featured artists under
contract. Applications for the National Arts Program have been mailed. Library staff has
agreed to take over producing the Art of the Written Word Zone and would like to invite the
Literary Award winner. Calls to food vendors will be completed by this week -the deadline
to apply is March 17, 2006. Commissioners can take application forms if they know of
anyone that may be interested. They can also be e-mailed.
c. Arts Master Plan Process - Reinhart
There was a lot of feedback from the Citizens Advisory from the first draft. Will meet with
the consultants in Pasadena within a week or so. A workshop will be scheduled with
Council and this Commission sometime in March. Once the date has been set, it will be e-
mailed to Commissioners.
d. Performing and Visual Arts Task Force - Todd
Grant applications are now on-line and the deadline to submit is January 20, 2006. Staff
sent out e-mails and mailings to past grantees and umbrella groups. A grant -writing
workshop was offered but no one attended.
e. Heritage Museum - Reinhart
The Library operates the Museum. A non-profit group, the Chula Vista Heritage Museum
Society, is associated with it. It had been closed due to maintenance issues and it re-
opened. A new exhibition was created. It operates on Tuesday, Thursday and Saturday.

6. Oral Communications
Staff member Reinhart gave an update on the Will Hyde Memorial. The City has approved
a purchase order. Met with the sculptors; target date for the dedication ceremony is October
9, 2006. The City will install it (Public Works). It is going to be removable for
maintenance purposes.
Staff member Reinhart mentioned that the Chula Vista Public Library Foundation has been
created and is now official. There is a Board of Directors; and with contributions from
staff, a bank account has been opened. The foundation will attempt to raise sufficient funds
to purchase Pleasant Tree as a gift to the City.
Commissioner Redo brought up the issue of the Governor giving back $9 million to the
schools and asked how it will be divided up.
Commissioner Boles spoke with Commissioner LaRussa regarding his position on the
commission. Commissioner Redo Will call him regarding future attendance. Staff member
Reinhart mentioned that the Mayor's office is working on filling the vacancy to replace
resigned Commissioner Tubbs.
Commissioner Cornell extended an invitation to all for the'grand opening of the Bonita
Museum on February 3, 2006 at 3:00 p.m.
Commissioner Bolles inquired about the protocol in wearing name badges and logo wear.

Adjournment was made at 6.44 p.m. The next Cultural Arts Commission meeting wall be
held at 5:30pm on February 13, 2006 in the Library Conference Room of the Civic Center
Library.
