CULTURAL ARTS COMMISSION
Monday, February 13, 2006 Library Conf Room

1. Call to Order/ Roll Call

2. Approval of Minutes

Motion was made (Redo) to approve the minutes of the January 9, 2006 meeting. Motion
was carried (Bolles/Knowlton).
3. Old Business
a. Report on Bay Front Development & Urban Core Development
Report will be at next meeting.
b. VIP/McCandliss Award Reception — Knowlton
4. Committee Reports
a. Public Art Sub -Committee — Port Banner Project — Todd
The Port -funded Project will go before City Council on February 14, 2006.
Stipend payments to the selected banner artists will come from the City of Chula
Vista general fund and will then be reimbursed by the Port of San Diego.
5. New Business
a. First Term Commission Expirations
A commissioner can serve two 3 -year terms. If interested in serving for another
term, commissioners must write a "Letter of Intent" and send it to Susan Bigelow
at the City Clerk's office and it will be forwarded to the Mayor's office for
approval.
b. Port Invitation to Commission — Redo
0 There is a meeting scheduled in March to discuss the budgetary allocations by the
Port for fiscal year 2006/2007. In July, there may be as much as $200,000
available for Chula Vista Art projects in the Tideland area. Staff member Todd

will have a meeting with the Public Art Sub -Committee to consider specific
recommendations.
c. 2006/2007 Performing & Visual Arts Task Force Grant Recommendations — Redo
The Performing & Visual Arts Task Force met on February 10, 2006 and the
outcome was positive. There were 29 applications, which included 12 new
groups. Funding recommendations will go before City Council on March 7,
2006.
6. Staff Updates
a. Taste of the Arts — Todd
There are two featured artist vacancies (there is a total of 28 and our goal is 30).
Food vendors have all been contacted and the response is promising. The $25
application fee will be waived if they turn in their application by March 1, 2006.
b. Arts Master Plan — Reinhart
Staff member Reinhart met with the AMP consultant in Pasadena and reviewed
the Power Point presentation of the draft. Revisions need to be made, including
incorporating input from the last Citizen's Advisory Committee Meeting. The
draft plan will then be vetted with all pertinent department heads.
c. March 13, 2006, Joint Commission/Public Meeting — Reinhart
The meeting has been postponed to a later date.
d. Port Playground Equipment Project — Todd
Staff member Todd reported that new playground equipment will be placed in the
Bayside Park. The equipment design is very ingenious and is specifically
designed for children with disabilities. The Port -funded project will have a
budget of $150,000. Construction should start next month and be completed by
August 1, 2006.
7. Oral Communications
Commissioner LaRussa inquired about the "Letter of Intent".
Commissioner Smith asked about who the contact is for the Literary Award and it
is JoAnn Jonas, Branch Manager, Civic Center Library
Staff members Reinhart and Todd met with the Public Art staff of the Port and
brought a few maquettes of public art pieces to be considered for the new library
at Rancho Del Rey.
Commissioner Redo recognized the fantastic job that staff members Reinhart and
Todd are doing with the City of Chula Vista.
Staff member Reinhart mentioned that there are sand casts recovered from the
Great American Savings Bank -Local Branches. Staff member Todd says there is
a series of histories of Salt Works from the City and can be incorporated into a
public area of the lobby of the new Rancho Del Rey library. There are also five
pieces of significant Hispanic art that were gifted to the library. A grant to re-
frame and mat the pictures was requested and if funded, will be installed at the
South Chula Vista Public Library for public view. The library is also examining
the purchase of a database to keep track of public art and will collaborate with the
Chula Vista Heritage Museum.

8. Adjournment
Adjournment was made at 6:22 p.m. The next Cultural Arts Commission meeting
will be held at 5:30 p.m. on Monday, March 13, 2005 in the Library Conference
Room of the Civic Center Library.
