CULTURAL ARTS COMMISSION

2. Approval of Minutes
Motion was made (Knowlton) to approve the minutes of the February 13, 2006
meeting. Motion was carried (Voorhees).
3. Introduction of New Commissioner, Susana Liston — Redo
4. Old Business
a. Report on Bay Front Development & Urban Core Development — Cornell
No new information to report at this time.
b. V1P/McCandliss Award Reception Planning [date change] - Knowlton
The date of the reception has been changed to Wednesday, May 10, 2006.
Parking should be addressed and a site visit to the facility will be planned.
5. Committee Reports
a. Citizen's Advisory Committee — Arts Master Plan — Redo
Staff member Reinhart led the committee through an update on the Committee's
recent meeting and comments were positive.
6. Staff Updates
a. Taste bf the Arts 2006 — Todd
Staff member Todd reviewed the summary of contracts and activities. The
marketing committee had a meeting on Monday, March 13, 2006 and came up
with some suggestions for this year's event.

b. Arts Master Plan Remaining Timeline/Process — Reinhart
The draft of the Arts Master Plan will be reviewed with pertinent departments in
May. Formal deliberations with the Commission will take place in June and then a
special meeting with the public will occur in July. A Council workshop is
tentatively scheduled on the first Thursday of October. The final approval of the
plan and an implementation timeline will take place in January 2007.
c. Mayor's PVATF Grants — Reinhart
Council has approved the Performing and Visual Arts Grants for 2006/2007 at the
March 6, 2006 meeting. Award letters and checks will be mailed out later in the
month.
d. Port Playground Equipment Project — Todd '
Alan Tate of the Port of San Diego brought in a,model of the proposed artist -
designed playground equipment to be placed in Chula Vista's Bayside Park. The
equipment is ADA accessible. Port approval will be sought on April 4 and the
project completion and dedication is scheduled for November 2006. The Port is
interested in the Commission's feedback, comments and suggestions.
e. Port Banner Project — Todd
The twenty-two banner artists have received their stipend checks and banner
materials. The banners are to be completed and turned in to the Office of Arts and
Culture by April 7 and then they will be copied into a digitized format. During the
week of April 17 the original banners will be hung on twenty-two utility poles.
The Port's Public Art staff will host a reception for the banner artists on April 21,
2006 at 12:30 p.m. at Marina View Park.
L Port Public Art Funding 2006/2007 Requests — Todd
Staff member Todd requested Port consideration of additional funds for more fish
benches for the Bayside Park playground equipment project. The Chula Vista
Public Art Sub -Committee will be considering purchasing up to three pieces of the
Urban Trees III Project, which will be dedicated on May 20, 2006 on North
Embarcadero Park in San Diego. The committee will consider the three trees for
possible installation in Chula Vista's Bayside Park and the Chula Vista Marina
area.
g. Concerts in the Park 2006 — Reinhart
This is the W year of the concerts and there are changes due to newly built parks
being geographically dispersed. The schedule will be revised to capture a variety
of residents. Each will take place every Sunday afternoon starting in June until the
end of August, with the exception of July 46, for a total of 12 concerts.

8. Oral Communications
Staff member Reinhart met with the artists that are working on the Will Hyde
sculpture for Friendship Park to see the clay model. The formal dedication of the
Will Hyde memorial will be held on October 9, 2006.
Staff member Todd briefly discussed California Arts Council updates. The governor
proposed to add $1.144M to the CAC's annual budget, which will bring it to $5.1M.
In addition, the governor is proposing to include $100M in the education budget for
visual and music education to fund, upgrade and update arts education in California.
The number of teachers that are certified to teach Performing and Visual Arts classes
has decreased. Commissioners are encouraged to send letters or e-mails to their
legislators.
Commissioner Cornell asked about the McCandliss Literary Arts Award process. Jo
Ann Jonas, Branch Manager at the Civic Center Library, is developing a draft of
criteria for eligibility and she is considering possible nominations. One application
for the Rising Star Award has already been received and three from Eastlake High
School are anticipated.
Staff member Reinhart presented a three-minute video that was created by a
videographer hired for last year's Taste of the Arts festival. It can be used as
streaming video to promote the event and sponsors are encouraged to post it on their
websites. This is the first video promotion of the festival.
Commissioner Bolles mentioned that it is Arts Education Month. This week there
will be po less than six district -wide events and 'it is the busiest time of the year for
the Chula Vista High School of'Creative and Performing Arts. On March 31, 2006,
an Open House will take place at Chula Vista High School.
Commissioner La Russa attended the Sweetwater Union High School District Hall of
Fame Dinner.
9. Adjournment was made at 6:50 p.m. The next Cultural Arts Commission Meeting
will be held at 5:30 p.m. on Monday, April 10, 2006 in the Library Conference Room
of the Civic Center Library.
