Call to Order/ Roll Call Vice Chair Comell called the meeting to order at 5:32 p.m. Commissioners Present: Commissioners Absent: Staff Present: Others Present: 2. Approval of Minutes Cornell, Bolles, Knowlton, Smith, Liston, Voorhees Redo, LaRussa, Vinson Reinhart, Todd, Noguera None Motion was made (Knowlton) to approve the minutes of the March 13, 2006 meeting. Motion was carried (Voorhees). 3. Old Business a. Report on Bay Front Development & Urban Core Development — Cornell No new information to report. The latest meeting of the Bayfront Development plan was on March 29. The plan was presented, as it currently exists. 4. Committee Reports a. VIP/McCandless Award Reception Progress Report - Knowlton The VIP/McCandliss Award Reception has been changed to Wednesday, May 10, 2006. The committee received eight Rising Star applications (2 student finalists each receive an award of $600). There are two Bravo award categories (Artistic Achievement and Distinguished Service). The Friends of the Chula Vista Public Library will be sponsoring the Literary Award with a $300 stipend for the winner. All awards will be presented at the City Council meeting on May '9, 2006 at 6:00 p.m. A tour of the Clubhouse at the Woods will, be scheduled with Commissioner Cornell, staff member Todd and the caterer. 5. Nipw Business , No New business Page 1 of 3 6. Staff Updates a. Taste of the Arts — Todd We are within $500 -of the budgeted revenue from sponsors. Media sponsor 7 KNSD will have on -air interviews during the week of the festival. Two featured artists will be featured in "Chula Vista Living". XLNC radio is doing 30 in-kind radio promotions. a. Arts Master Plan Process — Reinhart Actual draft: 65 pages, 5 sections (setting, existing venues, community input, study of public art funding methodology and recommendations). Reviewed the draft with the City's finance director and Bayfront Planning project manager and then it was sent to the City's department heads. Once the month-long review from the department heads is completed, then it will be reviewed by the Citizen's Advisory Committee and then given to the Commission for its review. b. PVATF Grant Awards — Reinhart Checks were mailed to recipients on Friday, April 6, 2006. This year was the second largest grant cycle in the history of the program. c. Port Banner Project — Todd The banner images will be digitized by the end of the month. The original artworks will be up for three months along the Bayfront and then they will be returned to the artists and the digitized copies will be installed. The Banner Project artists will be recognized at the Taste of the Arts VIP Reception and on stage at the Taste of the Arts Festival. d. Concerts in the Park 2006 Update — Reinhart The concerts will be held every Sunday at 5:00 p.m. — 6:30 p.m. starting in June until the end of August. The series will begin at Community Park, followed by Veteran's Park and then Memorial Park. 7. Oral Communications Commissioner Bolles announced that the month of March was National Arts Education Month with the Chula Vista School of Creative and Performing Arts. It was celebrated and many dignitaries came in to observe. Commissioner Knowlton suggested that commissioners utilize their Commission logo wear during the summer. Staff member Todd mentioned that the "Arts Alive" event by the San Diego Museum of Art will be on April 27, 2006. 40 Staff member Reinhart mentioned that the Port playground equipment project has been suspended as Port commissioners suspended the plans for installation. Page 2 of 3 Commissioner Cornell gave information on events taking place at the Bonita Museum. There will be an art exhibit on Sunday, April 9. Bonita Day Country School is contributing the artwork. A transportation and railroad exhibit is scheduled sometime in June. There will be a July 4th celebration in collaboration with the library. Also suggested a meeting to consider the Arts Master Plan as a commission. It would be reviewed as part of the regularly schedule meeting possibly in June or July. If a commissioner is unable to attend, notes can be given to staff member Reinhart. In addition, Commissioner Cornell requested a current list of the Chula Vista Art groups at the next meeting. Commissioners were asked if they have arts license plates and to consider one when renewing car registration. Commissioner Smith suggested that an updated brochure of the Cultural Arts Commission be developed. 8.
