CULTURAL ARTS COMMISSION

1. Call to Order/ Roll Cali

2. Approval of Minutes

Motion was made (Voorhees) to approve the minutes of the June 12, 2006
meeting. Motion was carried (Deavenport).
3. New Business
a. Election of commission Chair and Vice -Chair
Commissioners were asked to elect the commission Chair and Vice -Chair
for the July 1, 2006 — June 30, 2007 term. Commissioner Voorhees
moved to keep the status quo with Commissioner Redo as Chair and
Commissioner Cornell as Vice -Chair. Motion was seconded
(Deavenport). Call to question (Voorhees). The vote was unanimous -
Commissioner Redo has been re-elected as Chair and Commissioner
Cornell as Vice Chair.
b. Discussion of Draft Arts Master Plan and Remaining Timeline — Redo
The next meeting of the Cultural Arts Commission will be held on
Tuesday, August 29, 2006 at the City Council Chambers to receive public
input on the draft Arts Master Plan. Postcards and e-mails will be sent out
to announce the meeting and to invite the public. The draft plan test will
be accessible on the City's website by early August. The meeting will
proceed as a regular meeting and then public comment on the draft plan
will be invited. It was suggested that "request to speak forms" should be
given to the public. The Commission should adopt rules at the beginning
of the meeting and include a three-minute time limit for public comments.
c. Approval of Gift of Public Art to Rancho del Rey Library — Reinhart
The Port's Urban Trees 11 project sculptures were recently de -installed and
one piece, Let Me Tell You My Story by the artist team of Anna Stump and
Terri Hughes-Oelrich, was put into storage. The artists have made it
known that they would like to make a gift of the sculpture to the City if an

appropriate site can be found to install it. The library director has
expressed interest in it for the new Rancho Del Rey Library since it will fit
into its environmental theme. The Commission will recommend accepting
the gift to the city council.
4. Old Business
a. Report on Will Hyde Memorial Dedication — Redo
The event was well attended and the sculpture well received.
5. Staff Updates
a. Taste of the Arts 2007 — Reinhart
Next year's event will take place on Sunday, May 20, 2007. Memorial
Park and the Parkway Recreation Center will be the venues. The budget
has been reduced by $20,000.00 due to the loss of support from the Port
of San Diego. The Youth Symphony will be performing. The Parkway
Recreation Center will incorporate art exhibits. It is possible that in the
future, the event will take place alternately between Eastern and Western
Chula Vista. A business association sponsorship membership will be
offered to small businesses for around $250.00. Initial sponsor packets
will be sent out in late September.
b. Music in the Park Summer Concert Series — Reinhart
At the most recent concert (July 16), the attendance was over 400.
Having the concerts at the same time and location over the course of each
month has been working. The city is trying to schedule future concerts in
parks with recreation centers so that recreation staff can help with set up.
c. County Enhancement Grant — Reinhart
The City of Chula Vista has been awarded $6,000.00 by the County of San
Diego and the monies will be applied towards Taste of the Arts 2007.
d. Rancho del Rey Library Sculpture Garden — Reinhart
The Rancho del Rey Library will be on the corner of Paseo Ranchero and H
Street; construction is scheduled to be completed in early 2008. The theme
of the library is the environment with ranch -style architecture. The library
director voluntarily dedicated one percent ($75,000) of the construction
building costs towards public art. This budget can be supplemented with
fundraising efforts. There are twelve places for art installations -there are
four large, signature pieces that will be in place when the building opens.
The Public Art Subcommittee will make initial recommendations.
6. Oral Communications
Staff member Reinhart announced that the date of the Council Workshop for the
Draft Arts Master Plan has been changed to December 7, 2006. He will send an
updated version when it is posted on the website.
Commissioner Deavenport mentioned the California Ballet Association's
production of the "Legend of Josefa" involves the City of Chula Vista students
and is an excellent opportunity for kids to be involved with the history behind the
story. It will take place again in August 2007.

7. Adjournment was made at 6:43 p.m. The next Cultural Arts Commission meeting
will be held at 5:30pm on Tuesday, August 29, 2006 in the City Council
Chambers.
