Call to Order/ Roll Call Chair Redo called the meeting to order at 5:37 pm. Commissioners Present: Commissioners Absent: Staff Present: Others Present: Redo, Cornell, Bolles, Deavenport, Liston, Smith, Vinson, Voorhees Knowlton Reinhart, Todd, Noguera 2. Approval of Minutes Motion was made (Voorhees) to approve the minutes of the July 24, 2006 meeting. Motion was seconded (Cornell) and passed unanimously. 3. Old Business a. Bayfront Project — Cornell • A meeting for the Bayfront/Gaylord Project was held on July 4, 2006. There was no new information to report; the meeting was an update for those who weren't able to attend previous meetings. 4. New Business There was no new business to report. 0 5. Staff Updates a. Draft Arts Master Plan Overview — Reinhart Commissioner Redo advised public that the plan includes recommendations that will be given to City Council, who have not yet held a workshop on the subject. The public is invited to give further input at the Council Workshop scheduled for December 7, 2006 at 6:00 P.M. Staff member Reinhart presented a 20-!rPoint public that attendedW of the Arts Master Plan to the Commissioners and to the Emphasis was placed on the plan as a master plan, not an implementation plan. Oral Communications is The public was given the opportunity to make comments: Nick Ross, Mountain West {Gateway project): Limited editions of Bronze maquette sculptures (miniatures of the new installation at Gateway II) are available and the proceeds from sales will benefit the Office of Arts and Culture. Norberto Salazar. The plan recognizes the importance of arts. The City of Chula Vista should have a children's multicultural art museum. Christine Wines: The Labyrinth Project was placed on hold because of the Bayfront/Gaylord Project; can it be relocated to the new Rancho del Rey Library or elsewhere in the city? The city should consider ways to protect and preserve the Vogue Theater. Melody Cernitz: It is a fabulous plan but a very large plan. Who will be responsible for writing the policies and procedures? The plan could have more emphasis on Arts Education- this is a city of children. Mary Salas: Thank you to all. This product is the work of many members of the community and staff. We are indeed behind in providing art for this community. CinemaStar could have been converted five years ago; there were five years of continued blighting on 3`d Avenue. We need cultural arts programs and venues for art for the city to be complete. The City of Chula Vista is underserved in the provision of arts. Bob Christiansen, OnStage Playhouse: More emphasis needs to be placed on the promotion of the arts. The arts groups in the city are very small and they need a central location for promoting their programs/activities. Dennis Doyle, Assistant Superintendent, Chula Vista Elementary School District: We are not cutting money for art teachers. We are proud of the various partnerships we have with the city, the arts and artists in enhancing core curriculum. We'd like to have the pportunity and smartto work er to haveore with the city a better picture ln the of where area of arts. We can work together Chula Vista is going. Virginia Martinez: Teenagers have to have access to the arts in schools and experiences in local art museums. Calvin Woo, Commissioner, San Diego Commission for Arts and Culture: Marketing and promotion is a big issue. We will help. 7. Commissioner Comments Commissioner Vinson thanked the public for attending and giving their input to the commission. Commissioner Redo thanked staff members Reinhart and Todd for their efforts in putting the Arts Master Plan together. page 2of3 Adjournment was made at 6:51 pm.
