CULTURAL ARTS COMMISSION

2. Approval of Minutes

An amendment to add the names of the individual who shared public comments
will be made,to the minutes of the August 29, 2006 meeting. Motion was made
(Voorhees) to approve the minutes as amended. Motion was seconded (Cornell)
and passed unanimously.
3. Old Business
There was no old business to report.
4. New Business
a. Approval of public art gift to the Chula Vista Public Library from co -
artists Anna Stump and Terri Hughes-Oelrich: Let Me Tell You My
Story.
A public artwork that was a part of the Port of San Diego's Urban Tress li
project has been offered as a gift of public art to the Chula Vista Library for
the new Rancho Del Rey Library sculpture garden. It has a value of
approximately $8,000. Transportation and installation of the piece would
be handled by the City. Motion was made (Vinson) to approve acceptance
of the gift. Motion passed unanimously.
b. Recommendation of Draft Arts Master Plan to City Council
There have been no recent changes to the draft Arts Master Plan since
the Cultural Arts Commission has last reviewed it. At the suggestion of
the Commission and members of the public, there will be more emphasis
placed on youth and arts education in the "Guiding Principles" portion of
the plan. The next step is to review the edits at the next Cultural Arts
Commission meeting and make a recommendation to Council.

5. Staff Updates
• a. Taste of the Arts 2007 Planning — Todd
The Taste of the Arts Festival 2007is scheduled to take place on Sunday,
May 20, 2007 in Memorial Park. The highlight of the event will be the San
Diego Youth Symphony. Staff member Todd and volunteer Dency Souval
are currently working on identifying prospective sponsors for the event.
b. Arts Master Plan remaining timeline/process — Reinhart
The Council Workshop is scheduled to take place on December 7, 2006.
Attendance at the workshop is important. It will be a listening session of
public comment for the City Council. Staff member Reinhart will be
meeting with the director of planning and major commercial developers
before the Council workshop takes place.
c. TAVA Public Art Installations — Todd
There are five art projects, in place for Third Avenue. The first installation
of public art on Third Avenue is already in place near the corner of Third
Avenue and E Street. The second piece, which will be installed on
September 14, will be on Third Avenue near Davidson Street on the east
• side. TAVA,requested the City of Chula Vista's help to install the piece.
Coordinated efforts with the public works department and the artist have
gone smoothly.
d. 24 -Hour Fitness Public Art Project — ReinhartlTodd
The 24 -Hour Fitness Center has purchased the old cinema on Third
Avenue in order to renovate the building into a fitness center. One
percent of the renovation costs, which could amount to $25,000, will be
set aside for the purchase and installation of a public art piece. The Office
of Arts and Culture staff and the Commission's Public Art Sub -committee
will coordinate a request for proposals and the selection of a
recommended piece on behalf of the developer and the City.
e. Concerts in the Park 2006 — Todd
Total attendance at the concerts this year was nearly 3,000. The largest
audiences were at Memorial Bowl and Veteran's Park. The number of
families attending was quite high. The time of 5:00 pm — 6:30 pm was a
good time of the day for the concerts to take place.
f. Rancho Del Rey Library Sculpture Garden — Reinhart
Initial plans for the new library include spaces set aside for a sculpture
garden. The library has indicated that 1% of its construction budget will be
set aside for the purchase of public arts pieces for the sculpture garden.
Staff estimates the initial budget figures might allow for the

purchase/commissioning of up to four sculptures for the initial phase of the
project. Ground breaking for the new library will likely be in December
10 2006 or January 2007.
6. Oral Communications
Staff member Reinhart mentioned that Melody Cernitz, the Cultural Art
Commission's representative for the Port of San Diego, is serving her last month.
The Chula Vista Public Library fall calendar was handed out, which includes cultural
programs sponsored by the Library.
Tom Basinski, the Gayle McCandliss Literary Award co -recipient, will be at the Chula
Vista Public Library discussing his book, "No Good Deed" on September 12, 2006.
Commissioner Deavenport announced that the press release is out for the California
Ballet Company's presentation of Romeo and Juliet, which will be at the Jewish
Community Center. This season, the ballet will be dedicated to Flora Jennings -
Small, the first ballerina in San Diego and a long-time Chula Vista resident. Ms.
Jennings—Small will be attending the show on September 30 and October 1.
Commissioner Deavenport also mentioned that the California Ballet Company is in
need for storage space for costumes and asked the commissioners if they are aware
of places that are available.
Commissioner Vinson mentioned that applications for the Starlight Yule parade are
available. The parade will be on Saturday, December 2, 2006.
Commissioner Cornell reminded the commissioners about Bonitafest on Saturday,
September 30, 2006.
7. Adjournment
Adjournment was made at 6:34 pm. The next Cultural Arts Commission meeting
will be held at 5:30pm on October 9, 2006 in the Library Conference Room of the
Civic Center Library.
