CULTURAL ARTS COMMISSION

1. Call to Order/ Roll Call

2. Approval of Minutes

Motion was made (Deavenport) to approve the minutes of the October 9, 2006
meeting. Motion was seconded (Knowlton) and carried unanimously.
3. Old Business
a. Bayfront Project Design Concepts - Cornell
A meeting was held on November 8 with Gaylord Entertainment Company
representatives. Their architectural design company presented an overview
of previous projects that it was involved with. There was a favorable
response by the Citizen's Advisory Committee. The next meeting will be on
November 29. Tentative ideas and a timeline will be discussed. Construction
of the Gaylord project could begin sometime in mid -2007 and open in mid -
2011.
4. New Business
a. Recommendation of Public Art Piece for 24 Hour Fitness Site From the Public
Art Sub -committee — Todd
The Public Art Sub -Committee held a meeting on November 2 to review the
art piece proposals that were submitted by six artists for the 24 Hour Fitness
site. The committee is recommending three of the six submissions as finalists.
Motion was made (Redo) to accept the recommendations of the Public Art
Sub -Committee. As the motion came from the Sub -Committee, no second
was necessary. The motion was approved.,

5. Staff Updates
a. Taste of the Arts 2007 Planning -Reinhart
There has been undertaking a review of the city's revenue forecasts. Every
department and office within the city has prepared contingency budgets for
the remaining of the fiscal year. The city's budget is on a two-year cycle and
the end of the 2nd year is near. In reviewing the revenue projections, it has
been decided that $50,000 must be cut from the Office of Arts and Culture
budget. Since the annual Taste of the Arts Festival is a large expense, it was
decided that it would not be staged as in the previous few years. Nearly all of
the artistic elements that were a part of the Taste of the Arts festival will be
placed within other existing community events in line with the
recommendations of the draft Arts Master Plan.
b. Concerts in the Park — Todd
Two new groups have been added to the line up of performers. The venues
for the concerts are: 1) June -Salt Creek Park; 2) July -Veterans' Park; and 3)
August -Memorial Park. These concerts provide a great opportunity for the
Cultural Arts Commission to gain heightened exposure, especially at the Salt
Creek performances.
c. Rancho Del Rey Library Update — Reinhart
Construction planning for the new Rancho Del Rey Library is back on track.
City Council will likely approve the final project possibly in December.
Groundbreaking should take place in mid-January 2007. Requests for
Proposals for public art pieces have been prepared. Budget capabilities can
be expanded through fundraising efforts. Architects have identified twelve
sites for sculptures. The existing sand cast sculptures will be the interior
public art focus of the library's entrance.
d. Draft Arts Master Plan — Reinhart
The draft of the executive summary was presented to the Library Board and a
new edited version has been created. There are now three instead of eleven
recommendations. A section on the use of public arts funds has been added.
The draft will be presented to the Chamber of Commerce board of directors
and the Downtown Business Association board. Endorsements are sought
from both groups prior to the Council workshop in January. It is suggested
that the Cultural Arts Commission present portions of the Draft Arts Master
Plan during the Council workshop.
6. Oral Communications
Staff member Reinhart announced that Ethics Training required by all public
commissioners must be completed by December 31. Training can be done on-
line; the website will be e-mailed to the commissioners.
The Starlight Holiday Parade is on Saturday, December 2; line up will begin at
3:00 pm. The Cultural Arts Commissioners that will be taking part in the event

will meet at the Wells Fargo Bank on H Street. Commissioner Vinson will e-mail
the details.
Staff member Reinhart mentioned that he'd like to invite a speaker on property
tax increment financing to the January or February Cultural Arts Commission
meeting.
Pamphlets that showcase all of the public art in the City of Chula` Vista will be
created for the Heritage Museum. Photographs will be taken and cataloged into
a database.
Adjournment
Adjournment was made at 7:14 pm. The next Cultural Arts Commission meeting
will be held at 5:30pm on Monday, December 11, 2006 in the Library Conference
Room of the Civic Center Library.
