1. Call to Order/ Roll Call
Vice Chair Cornell called the meeting to order at 5:37 pm.
Commissioners Present: Cornell, Redo, Bolles, Deavenport,
Liston, Smith
Commissioners Absent: Knowlton (excused)
Vinson, Voorhees
Staff Present: Reinhart, Todd, Noguera
Others Present: Erick Crockett, City of Chula Vista

2. Approval of Minutes
• Motion was made (Deavenport) to approve the minutes of the January 8, 2007
meeting. Motion was seconded (Cornell) and carried unanimously.
3. Oral Communications
Eric Crockett, Redevelopment Manager of the City of Chula Vista's Planning
Department, explained tax increment financing and discussed the possibilities of
using that mechanism to fund the capital costs of arts centers.
4. Old Business
a. Update on 24 -Hour Fitness Public Art Selection — Todd
The artist whose piece was selected has been asked by 24 -Hour Fitness to
re -do the budget for the revised design.
b. Update on Arts Master Plan Financial Analysis — Reinhart
The Mayor has requested a two year financial analysis on the impact of the
proposed percent for arts policies called for in the plan.
5. New Business
a. McCandliss Awards 2007 Planning — Deavenport
The application form is active on the City's website. The deadline to submit
applications is March 30. In the first week of April, the committee will meet to
review the applications.

b. Report from Port of San Diego Public Art Committee's City of Chula Vista
Representative — Todd
On Wednesday, February 14 at 1:00 p.m., there will be a presentation to the
Port's Public Art Committee on some proposed uses of their funds on the City
of Chula Vista's Bay front.
c. Resolution regarding meeting time change to 5:45 p.m. — Redo
The commissioners voted five in favor and one opposed to the resolution to
officially change the start time of future Cultural Arts Commission meetings to
5:45 p.m. The resolution passed an'd'will be enacted for the next meeting.
6. Staff Updates
a. Taste of the Arts 2007 Planning Update — Todd
Many restaurants on Td Avenue will be participating in the event. There will
also be two self-contained food vendors onsite.
The Rotary club of Chula Vista will be present to present a check to the City
of Chula Vista for the renovation of the seating area for Memorial Park Bowl.
We have received five artist vendor applications to date.
b. Day of the Child 2007 Planning Update- Todd
The event will be held on Saturday, April 21 from 11:00 a.m. — 3:00 p.m. This
free event provides parents information about the many social services that
exist around the south county. The Office of Arts and Culture will provide a
Children's Art Zone with Rad Hatter and Fern Street Circus.
c. Rancho Del Rey Library Update- Reinhart
The project start date has been postponed. The project construction is now
scheduled to start in the fall.
d. Otay Ranch Town Center Project — Reinhart
Staff members Reinhart and Todd met with the general manager and
marketing director of the Otay Ranch Town Center to discuss utilizing space
in the shopping center for a Visual Arts Fair. They are in favor of linking fine
arts to the residents. A tentative date for the fair is March 31.
e. Mayor's Performing & Visual Arts Task Force — Todd
There are a total of twenty-six applications for funding. The total amount
requested is $66,880. There is no knowledge as of now as to the amount that
will be received from Coors.
On March 16, the Task Force will meet to review the applications.
7. Announcements
Staff member Todd announced the following events:
■ The Latino Film Festival is March 8-18, 2007.
■ "Cuatro Para Tango", a Tango Quartet, will perform in the library's
auditorium on February 19, 2007 at 7:00 p.m.

■ The Mo'Olelo Performing Arts Company will be presenting the `Adoption
Project" at the Centro Cultural de la Raza in Balboa Park, March 15 -April
1, 2007.
■ Third Avenue Village Association will do a banner project for the Lemon
Festival on August 15, 2007.
Commissioner Cornell shared the following announcements:
■ Jimmy Lyden will be showing old newsreels from 1903-1963, 72 minutes
in length, in the community room of the Bonita Museum on February 25,
2007 at 7:00 p.m.
■ Taste of Bonita will be on February 26, 2007 and will feature the
Sweetwater High School Concert Musicians.
■ The Bonita Optimist Craft Show is on March 3, 2007.
Commissioner Cornell suggests that the commission interact with the Northwest
Civic Association by inviting one of their representatives to a meeting and to do a
presentation about their group. The commissioners in turn should attend one of
their monthly meetings.
8. Adjournment
Adjournment was made at 6:51 p.m. The next Cultural Arts Commission meeting
will be held at 5:45 p.m. on Monday, March 12 in the Library Conference Room
of the Civic Center Library.
