CULTURAL ARTS COMMISSION

Vice chair Cornell called the meeting to order at 5:46 p.m.

1. Approval of Minutes
Motion was made (Commissioner Deavenport) and seconded (Commissioner
Knowlton) to approve the minutes of the February 12, 2007 meeting. Motion was
carried unanimously.
2. Oral Communications
Nick Ross of Mountain West Realty brought the "Mother and Child" maquette,
one of twenty-four pieces of ao toited Chulaltion Vista�s Office of Cultural r sale. Each piece is $750 and the

3. Old Business
a. Update on 24 -Hour Fitness Public Art Selection - Reinhart
John Koehler, the artist of the selected piece, and the developer are working
together now that the developer has approved -the revised budget.
b. Update on the Bayfront Master Plan Process - Cornell
There will be two meetings in the Council. Chambers on March 15 at 3:30 and
6:00. The Cultural Arts'Commission is encouraged to attend and learn more.
c. McCandliss Awards 2007 Planning - Deavenport
--, A young adult book has been submitted for the Literary Arts Award. The
nomination forms are on the city's website. The next committee meeting will be
on April 9 to review all of the submissions.

4. New Business '
a. Report from Port of San Diego Public Art Committee's City of Chula Vista
Representative — Souval
Congratulations to the Cultural Arts Commission for a wonderful presentation of
the Arts Master Plan.
The Port's Public Art Committee has requested an increase in the'annual monies
available for banners to twice the amount ($18,000) of last year. This would be
an increase in the budget and it was not clear whether it was approved at the last
meeting.
A new program to apply for existing Urban Tree project art pieces would include
approval and support from the Cultural Arts Commission and the City Council on
possible pieces that may be bought. The Port would purchase, install and
maintain the pieces after site approval.
5. Staff Updates
a. Taste of the Arts 2007 Planning Update — Reinhart
Outstanding requests for sponsors are being followed up.
The Children's Interactive Art Zone will include the Rad Hatter, San Diego
Museum of Art and the San Diego Children's Museum.
Restaurants along Third Avenue will participate in this year's festival supplanting
the need to recruit food vendors to the festival; however there will be a few self-
contained food vendors near the Parkway Recreation Center.
In lieu of posters and flyers, postcards will be used to advertise the event.
XLNC Radio will air 60 30 -second radio spots about the event beginning three
weeks ahead of time.
b. Day of the Child Planning Update - Reinhart
The event is on Saturday, April 21 at Memorial Park. The Office of Arts and
Culture will provide two vendors for the Children's Interactive Art Zone.
c. Otay Ranch Town Center Project - Reinhart
Staff members Reinhart and Todd met with the Marketing Director and the
General Manager of the Otay Ranch Town Center to discuss assisting them in
connecting with local artists for sales and performances.
March 31 has been chosen as 'Visual Arts Day" for up to twenty featured artists
to display and sell their artwork to the public.
d. Mayor's Performing and Visual Arts Task Force — Reinhart
The task force will be meeting on March 16 to make funding recommendations
that will be reviewed by the Cultural Arts Commission on April 9, 2007.

e. SUHSD Visual Arts Exhibition, South Chula Vista Branch Library — Reinhart
Many middle and high school students within the SUHSD have their works
displayed at the South Chula Vista Branch Library. The exhibit will be there
throughout the month of March. The opening reception was very well attended.
6. Commissioner Comments
Commissioner Deavenport suggested that it would be a good idea to have
literary works displayed and shared at future Taste of the Arts events. Excerpts
from plays, poetry, etc. can be read and literary award winners can read excerpts
from their books.
Staff member Reinhart announced that a City Councilmember made a referral to
the Cultural Arts Commission to investigate how to retain the gallery of the
International Institute of Photographic Art (IIPA) within the City of Chula Vista.
Reinhart reported on a recent meeting with IIPA's Lorena Giddens where he
learned that the IIPA has no legal structure; it has never been incorporated or
legally formed as an entity. Without a non-profit structure, the IIPA is ineligible for
any financial support from the Performing and Visual Arts Task Force funds. The
widow of the person who owned the collection may decide to sell it. An
Information Memo will be sent to Council with this information.
Commissioner Cornell announced that the Bonita Museum and Cultural Center is
hosting a fundraising cruise in fall 2007 or winter 2008. She also shared copies
of "The Bonita Bugle", a.newsletter of the Bonita Historical Society.
Staff member Reinhart mentioned that photographs of public art in Chula Vista
are being entered into a library database program. Forty pieces have been
catalogued and information on the artists and the condition of the artworks will be
available on-line sometime in the future.
Staff member Reinhart mentioned that the Chula Vista Public Library Foundation
has applied for the Performing and Visual Arts Grant. The funds from the grant
would be used to re -publish the "Public Art in Chula Vista" guidebook.
Commissioner Redo pondered the idea of having a television segment of cultural
arts in Chula Vista and cited Channel 4 with Dennis Morgino, whose stories are
comprehensive and newsworthy, as an example. It would be a great opportunity
to showcase art in the city.
7. Adjournment
Adjournment was made at 7:05 p.m. The next Cultural Arts Commission meeting
will be held at 5:45pm on Monday, April 9, 2007 in the Library Conference Room
of the Civic Center Library.
