Commissioners Present: Commissioners Absent: Staff Present: Others Present: Redo, Cornell, Bolles, Deavenport, Knowlton, Liston, Smith, Voorhees Vinson (unexcused) Reinhart, Todd, Noguera None 1. Approval of Minutes Motion was made (Commissioner Cornell) and seconded (Commissioner Liston) to approve the minutes of the March 12, 2007 meeting. Motion was carried unanimously. 2. Oral Communications None 3. Old Business a. Update on 24 -Hour Fitness Public Art Selection — Todd The contract between the artist and developer has been agreed-upon. The 28' tall piece will be placed in the courtyard. TAVA is planning to help coordinate a dedication ceremony in late summer or early fall, 2007. b. Update on the Bayfront Master Plan Process - Comell Two meetings were held in Council Chambers on March 15. There was a lot of positive input from the public. The Chula Vista Redevelopment Corporation will have a meeting next month to discuss related issues. c. McCandliss Awards 2007 Planning - Deavenport There have been no student nominations. A motion was made (Smith) and seconded (Liston) to extend the application deadline to April 30. Motion was carried unanimously. Page 1 of 3 r. 0 4. New Business a. Report from Port of San Diego Public Art Committee's City of Chula Vista Representative — Reinhart for Souval The Port's Public Art Committee's request to increase the banner budget to $36,000 is waiting for approval from the Port Commission. b. Report and Recommendations from the Performing and Visual Arts Task Force — Redo Chairman Redo reviewed the process of reviewing the grant applications and recommending funding by the Mayor's Performing and Visual Arts Task Force. Motion was made (Voorhees) and seconded (Knowlton) to endorse the recommendations of the Task Force. Motion was carried unanimously. 5. Staff Updates a. Taste of the Arts 2007 Planning Update — Todd Staff member Todd is still looking for more artist vendors. The sponsorship goal has been met. Target is the newest sponsor this year. • The Memorial Bowl is the main stage. The National Arts Program Juried Arts Exhibition will be in the Parkway Gym. The lot adjacent to the gym is designated for VIPs and handicapped guests. Cultural Arts Commissioners can park at the Woman's Club or at the Library. b. Otay Ranch Town Center/Gateway 11 Event Reports - Todd March 31 was "Visual Arts Day"; twelve artists were confirmed but only six showed up. A different physical set up was recommended for future events. Local artists may have the opportunity to rent a co-op space. Mountain West Realty has funded a mural project for Gateway 11. It features images created by five students depicting "Chula Vista's Future" and is on the side of the parking structure between Gateway I and 11. c. Office of Arts and Culture FY 07/08 Budget— Reinhart The proposed budget cuts for the Office of Arts and Culture is in the $30,000 range. Staff member Reinhart will e-mail Cultural Arts Commissioners the specific suggestions made for the budget. A budget workshop, open to the public will be held on Thursday, April 19 at 6:00 p.m. d. Update on HPA — Reinhart The IIPA currently has no legal status or form. It was suggested that the Gaylord Entertainment Company be given the opportunity to buy some of the pieces from the collection. The Bayfront project director will meet with Gaylord officials and invite them to see the IIPA collection in the near future. Page 2 of 3 6. Commissioner Comments Commissioner Redo inquired about the old Vogue Theater. It has been purchased by a private party and will be renamed "Club Vogue". It will be a concert venue similar to "4th & B" with food and drinks available to purchase. The owner will try to restore the fagade to its original look. Occupancy will be around 225 and a mezzanine level will be built into it. Staff member Todd announced that "Artwalk" will be held on April 28 and 29. Commissioner Cornell mentioned the recent "Arts vs. Basics" editorial in the San Diego Union -Tribune and would like to get together with Commissioner Bolles to write a response. Commissioner Knowlton mentioned that there is a new IMAX theatre in the North County and that all movie films will eventually be shown in digital/3D format. 7.
