Call to Order/ Roll Call Commission Chair Voorhees called the meeting to order at 5:58 p.m. Commissioners Present: Commissioners Absent: Staff Present: Others Present: 2. Approval of Minutes Bolles, Cornell, Deavenport, Glenn, Knowlton, Liston, Smith, Voorhees O'Shaughnessy (Unexcused) Reinhart, Noguera Councilmember Rudy Ramirez, Dency Souval, Natasha Martinez Motion was made (Commissioner Cornell) and seconded (Commissioner Knowlton) to approve the minutes of the March 10 meeting. Motion was carried unanimously. 3. Oral Communications Port Representative Souval explained that the National Arts Program Foundation, a private organization, is the sole funding source for the National Arts Program. They provide the brochures for distribution and awards for the winners. 4. Old Business There was no old business to discuss. 5. New Business a. Taste of the Arts Discussion — Councilmember Ramirez Councilmember Ramirez asked the commissioners for their feedback on how to bring back the Taste of the Arts event in May. He emphasized the importance of a continued effort to provide an avenue for expressing art and culture in the City of Chula Vista. He also suggested that the effort should start by the Commission making contact with vendors, artists and members of the art community and Page 1 of 3 going to a City Council meeting and/or calling Council Members directly to "make the case" to save the event. Commissioner Cornell brought up the concern of obtaining insurance, police assistance and first aid assistance. The commissioners also brought up the issue of the time constraint to put together a large event in just a few weeks when it would realistically take at least six months to prepare for it. Commission Chair Voorhees suggested that the event become a "Fall Festival", moving it to a later date in the year. Commissioner Deavenport suggested that a combined effort with other local organizations such as TAVA and the Chamber of Commerce would create one larger event rather than smaller ones put on throughout the year. b. Port Public Art Committee Update — Souval Port Representative Souval mentioned that the request to install the Urban Tree public art piece, "The Fisherman", at the Chula Vista bay front has been approved by the Port of San Diego Public Art Committee. c. Grant Recommendations of the 2008 Perfonning & Visual Arts Task Force - Voorhees Commission Chair Voorhees briefly talked about the groups that applied for the grant and the amount of funds that the Task Force recommended for each. Motion was made and seconded (Knowlton) to support the funding recommendations of the Task Force. Motion was carried unanimously. d. Discussion of a Response to the City Manager's Request for Streamlining the Process of Working with Boards and Commission — Reinhart The Assistant City Manager requested City departments to provide an estimate of the annual costs to support boards and commissions. Because of reductions in the number of staff, he recommends streamlining the processes. The commission discussed and agreed to continue meeting every month. 6. Staff Update a. Music in the Park '08 Updates —Reinhart Staff member Reinhart will e-mail the flyer to the commissioners to post. Target and the County of San Diego have agreed to reallocate the funds previously earmarked for the Taste of the Arts Festival to the concert series. An hourly library staff member will be handling the set up for each concert and will be paid through the Chula Vista Public Library Foundation. - . - b. Budget Reduction Updates — Reinhart The next budget workshop is on Tuesday, April 15 at 6:00 pm and .will continue to focus on the budget reductions for the fiscal year 2008/2009. Page 2 of 3 c. McCandliss Award Nominations Update — Reinhart To date, there has been only one application submitted. Motion was made (Bolles) and seconded (Liston) to extend the application deadline to May 1. Motion was carried unanimously. d. Public Art Brochure Preview The new Public Art brochure will feature twenty-four highlighted works of art in the City of Chula Vista. There is no cost to the City to print them as it is funded by a 2007 grant from the Performing & Visual Arts Task Force. A total of 2,000 copies will soon be available throughout all Chula Vista Library branches. e. Chula Vista Heritage Museum The 2009 calendar is available for sale at $6.00 each or two for $10.00. Proceeds will benefit the museum and the exhibits. The new "Historic Homes" exhibit will be opening on Thursday, May 1. The "Historic Homes Tour" will be on Saturday, May 10. 7. Commissioner Comments There were no comments. 8. Adjournment a Adjournment was made at 6:50p.m. The next Cultural Arts Commission meeting will be held at 5:45 p.m on Monday, Monday, May. 12, 2008 in fhe Library Conference Room in the Civic Center Library.
