RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING THE 2002/2003 BUDGET TO
PURCHASE AN ADDITIONAL VACUUM TRUCK AND
RELATED EQUIPMENT FOR THE MAINTENANCE AND
CI.EANING OF THE STORM DRAIN INLETS AND PIPES, AS
REQUIRED BY THE NATIONAL POLLUTION DISCHARGE
ELIMINATION SYSTEM (NPDES) MUNICIPAL PERMIT
AND APPROPRIATING $250,000 FROM THE
UNAPPROPRIATED BALANCE OF THE PUBLIC FACILITIES
DEVELOPMENT IMPACT FEE FUND
WHEREAS, on February 21, 2001, the San Diego Regional Water Quality Control Board
adopted the new National Pollutant Discharge Elimination System (NPDES) permit, Order No.
2001-01; and
WHEREAS, pursuant to the Federal Clean Water Act, and the California Porter-Cologne
Water Quality Control Act, and in compliance with said Permit, 18 municipalities of San Diego
County (including Chula Vista), as well as the San Diego Unified Port District and the County of
San Diego, collectively referred to as the Co-permittees, are mandated to maintain compliance
with the requirements of the permit by implementing various tasks set out in that permit; and
WHEREAS, the permit specifies that the Co-permittees should implement a schedule of
- maintenance activities for the municipal separate storm sewer system (storm drainage systems),
including inspection and removal of accumulated waste between May 1 and September 30 of
each year and additional cleaning as necessary between October 1 and April 30 of each year; and
WHEREAS, currently one vacuum track, with a crew of two is tasked with cleaning
storm drains on a full time basis, however, considering that there are over 3,500 storm drain
inlets, and approximately 180 miles of storm sewer pipes in Chula Vista, the addition of a second
vacuum truck to the storm drain cleaning unit is needed to address the permit requirements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the 2002/2003 budget to purchase an additional vacuum truck and
related equipment for the maintenance and cleaning of the storm drain inlets and pipes, as
required by the NPDES Municipal Permit.
BE IT FURTHER RESOLVED that the amount of $250,000 is hereby appropriated from
the unappropriated balance of the Public Facilities Development Impact Fee Fund.
